Recommended Action
  1. Introduce by title only, waive first reading, and receive public comment on an ordinance (Attachment A) revising Section 4-5.601 of the Yolo County Code, relating to storage in aircraft hangars; and
     
  2. Continue the item to the next regularly scheduled Board meeting for a second reading and consideration for adoption.

Reason for Recommended Action/Background
In June 2016, the Federal Aviation Administration(FAA) issued its final Policy on the Non-Aeronautical Use of Airport Hangars (Attachment B). The policy clarifies the FAA's stance regarding non-aeronautical items that can be stored in airport facilities designated for aeronautical use.  Generally, the policy takes a somewhat permissive approach to such storage so long as non-aviation storage in a hanger does not interfere with the movement of aircraft in or out of the hangar, or impede access to other aeronautical contents of the hangar.  It does not, however, allow such storage unless the hangar is used for aeronautical purposes (e.g., storage of a plane and/or equipment associated directly with aeronautical activities.).

In order to conform County Code with the  FAA policy, staff recommends an amendment to Section 4-5.601(a). The goal of the change is to more closely align with the FAA policy in regards to the storage of automobiles and other non-aviation items. Currently the County code only allows one automobile or truck to be stored in a hangar in a space designated for an aircraft when that aircraft is being flown. The recommended change will allow automobiles or trucks to be stored in a hangar any time, consistent with the FAA policy, as long as the storage does not interfere with an aircraft's movement in and out of the hangar or impede access to the aeronautical items stored in the hangar.

Attached is the proposed ordinance showing the recommended changes. The Aviation Advisory Committee unanimously voted to approve the recommendation.
