Reason for Recommended Action/Background |
The Capital Improvement Committee (CIC), comprised of representatives from the departments of General Services, Financial Services and County Administrator, have diligently worked to create a long-term Capital Improvement Plan. This plan currently represents nearly $125,000,000 in projects and requires all departments to have access to the data, project plans and up-to-date financial information. To assist in this collaborative approach to managing our capital projects, the CIC determined that project management software would be the best solution. A Request for Proposals was issued in November and the two responding vendors were invited to demonstrate their product. Following the demonstrations, the CIC felt that neither product provided the technology solution that would meet our objectives. Thus, staff reached out to a third vendor, e-Builder, Inc., and requested a quote. e-Builder provides the full range of options necessary to effectively manage large scale construction projects including vendor interface as well as being Infor compatible. e-Builder is on the General Services Administration Master Vendor list allowing us to piggyback off of their bid contract. Below is a summary of the three bids.

The e-Builder system includes 9 modules that address county needs from planning through completion of projects and reporting. The annual maintenance cost for e-Builder represents subscription to a fully integrated cloud based software system that is updated regularly with no other costs to the county.
Staff recommends approval of the attached agreement with e-Builder. |
