Recommended Action
Approve two-year Memorandum of Understanding (MOU) with Yolo County Sheriff's Safety Management Association (SMA).

Reason for Recommended Action/Background
The Yolo County Sheriffs Safety Management Association has reached a two-year tentative agreement with the county.  The major changes to the previous MOU are as follows:
  • Cost of living salary increase of 2% for 2015-16
  • Addition of Undersheriff/Assistant Sheriff classification to bargaining unit
  • Increase in shift differential pay to $1.25/hour
  • Increase in bilingual pay and change from hourly to monthly rate
  • Restructure of educational pay to incentivize bachelor's degree
  • Addition of deferred compensation match
The entire revised MOU is attached for your review. Staff requests board approval of the attached MOU.

The additional cost of the MOU provisions will be absorbed within the department's 15-16 allocation which includes general fund and public safety fund appropriations.  $157,357 is the total cost for both years of the agreement.
