Approve a Memorandum of Understanding between the Cooperative Agricultural Support Services Authority (CASS) and the County of Yolo Agriculture Department for CASS to provide up to eight staff members to fill temporary/seasonal positions in plant pest detection, trapping, quarantine, eradication, and/or other services as determined by the Agricultural Commissioner, under the direction of the Agricultural Commissioner for fiscal year 2015-16. Recommended Action
Approve and authorize the Chair to sign a Memorandum of Understanding between the Cooperative Agricultural Support Services Authority (CASS) and the County of Yolo Agriculture Department for CASS to provide up to eight staff members to fill temporary/seasonal positions in plant pest detection, trapping, quarantine, eradication, and/or other services as determined by the Agricultural Commissioner, under the direction of the Agricultural Commissioner for fiscal year 2015-16.

Reason for Recommended Action/Background
Upon execution of the MOU, CASS will provide up to eight staff members to fill temporary/seasonal positions in plant pest detection, trapping, quarantine, eradication, and/or other services as determined by the Agricultural Commissioner, under the direction of the Agricultural Commissioner.  On July 11, 2006 the Board approved and signed Agreement No. 06-193 establishing the CASS Joint Powers Agency, in order to pool resources within the state to meet the need for quality seasonal employees.  The Agriculture Department has successfully hired CASS seasonal employees, at minimal cost, for the past five seasons: this agreement allows the Department to continue to use CASS employees through the 15/16 fiscal year.

This agreement is with Cooperative Agricultural Support Services Authority (CASS), a Joint Powers Agency and independent contractor.  The Agriculture Department consulted with County Counsel and the County Administrative Office regarding this Memorandum of Understanding.

Further explanation as needed:
Funding for CASS seasonal workers is included in the Agriculture Department's 2015-16 budget.  The $140,000 cost will be offset by revenue from California Department of Food and Agriculture (CDFA) contracts , unclaimed gas tax reimbursements from CDFA, and Tactical Plan carry-forward funds from fiscal year 2014-15.
