Subject
Adopt plans and specifications for the Bridge Preventive Maintenance Program, which covers various bridges in Yolo County. (No general fund impact) (Echiburu/Aleaf)
Recommended Action
  1.  Adopt plans and specifications for the Bridge Preventive Maintenance Program, various bridges in Yolo County.
     
  2. Authorize the Assistant Director for Public Works of the Department of Planning, Public Works and Environmental Services to sign the Notice to Contractors.
     
  3. Authorize the Department of Planning, Public Works and Environmental Services to advertise for competitive bids.
     
  4. Authorize the Director of Planning, Public Works and Environmental Services Department or the Assistant Director for Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids.
     
  5. Authorize the Director of Planning, Public Works and Environmental Services or the Assistant Director for Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

REASON FOR RECOMMENDED ACTION

These actions will allow the department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.
 
BACKGROUND
 
The bridges are located in various locations in Yolo County as shown on the location map (see Attachment A) and listed below:
  • Bridge# 22C-0048 on CR 99W over Bird Creek
  • Bridge# 22C-0036 on CR 90 over Cottonwood Slough
  • Bridge# 22C-0118 on CR 31 over Chickahominy Slough
  • Bridge# 22C-0160 on CR 88 over North Fork Dunnigan Creek
  • Bridge# 22C-0085 on CR 32D over Branch Putah Creek
  • Bridge# 22C-0106 on CR 87 over Creek S14
  • Bridge# 22C-0094 on CR 40A over Pine Creek
Due to roadway embankment erosion, failed abutment drainage system, eroded slope at abutments, and failed bridge rails, Caltrans recommended on their inspection reports to rehabilitate the bridges and embankments.  Rehabilitation will include removal of existing rip rap, placement of rock slope protection (RSP), placement of stacked concrete bags, asphalt patching, earthwork and grading, shoulder backing, guardrail and barrier rail repair and replacement and concrete patching. This rehabilitation project will reduce maintenance expenditures.
 
Plans and specifications for the project are complete, and ready to circulate for bidding, once permits are finalized. The engineer’s estimate including contingency is $374,000. The construction phase of the project is eligible for federal Highway Bridge Program funds under the Bridge Preventive Maintenance Program at a reimbursement rate of 88.53%.
 
The bridge preventive maintenance project is expected to be completed by the end of the 2016 summer construction season.

Project costs will be reimbursed with federal funds at a rate of 88.53% and the remaining 11.47% with local matching funds.  Sufficient funds have been budgeted in the FY2015/16 Road Fund for this project.
