Recommended Action |
- Adopt resolution authorizing execution of Title I Workforce Innovation and Opportunities Act (WIOA) Grant Agreement for Youth Programs form the State of California Employment Development Department to receive state funds in the amount of $736,846 for the period of April 1, 2015 to June 30, 2017.
- Approve subgrant contract No. K698403 with the State of California, Employment Development Department for the Workforce Innovation and Opportunities Act (WIOA) Youth Formula to receive the state funds for the term of the subgrant running from April 1, 2015 to June 30, 2017.
- Authorize the Director of the Health and Human Services Agency to execute any extensions or amendments of subgrant No. K698403, and to sign quarterly fiscal and program reports consistent with the subgrant on file with the Clerk of the Board.

Reason for Recommended Action/Background |
The approval of the subgrant allows Yolo County to continue to receive Workforce Innovation and Opportunity Act (WIOA)
(formerly the Workforce Investment Act, WIA) funds to provide authorized services to customers who meet the eligibility criteria. The funding for the youth portion of the program is allocated in April of each year and provides for youth services, management, staff, oversight and monitoring of the WIOA program.
The WIOA youth grant provides assistance to local at-risk youth to gain skills and confidence to obtain their high school diploma or GED and to enter the workforce as educated citizens working toward a sustainable career. Young people without educational credentials face tough times in the job market. The WIOA youth program provides services and activities for improving educational attainment, preparing for employment success and providing supportive services to assist in attaining the youth's goals by ensuring youth in Yolo County have the necessary education, skills and training to compete in the local economy. |

There is no general fund impact. These are 100% federal funds and are allocated to the County by the California Employment Development Department for the Workforce Innovation and Opportunities Act (WIOA).
Although this is a 2 year and 3 months grant, the department is allowed to either spend 100% in the first year, or spread it over 39 months. The entire amount has been budgeted in the 2015-16 Recommended budget to cover the possibility that the entire amount will be spent in the first year.
