Adopt resolution of acceptance of the final subdivision map for a 16-unit condominium project located on 2.4 acres on the western portion of the El Macero Golf Course, near the western intersection of Mace Boulevard and San Marino Drive in an unincorporated area of Davis (APN: 068-130-002 and -007) and approve the Subdivision Improvement Agreement for the final map. The project will create for-sale residential condominiums, consisting of three two-story buildings. (No general fund impact) (Echiburu/Parfrey)
Recommended Action
  1. Adopt the attached Resolution of Acceptance of Final Subdivision (Condominium) Map No. 5064 for El Macero Villas (Attachment A);
     
  2. Adopt the attached Subdivision Improvement Agreement for the final map (Attachment B);
     
  3. Instruct the Clerk of the Board of Supervisors to verify that the Tax Collector has signed the map; and
     
  4. Authorize the Clerk of the Board of Supervisors to sign and transmit Map No. 5064 (Attachment C) to the County Clerk-Recorder for filing.

Reason for Recommended Action/Background
The Final Subdivision (Condominium) Map, including the Improvement Plans and Subdivision Improvement Agreement, is adequate and compliant with the requirements of the State Subdivision Map Act, the Yolo County Code, and the Yolo County Improvement Standards.

BACKGROUND

On March 10, 2015, the Board of Supervisors approved Tentative Subdivision (Condominium) Map No. 5064. The applicant has satisfied all conditions of approval placed on Tentative Map #5064, with the exception of some conditions that require compliance prior to the issuance of any building permits. The Final  Map has been submitted for acceptance by the Board of Supervisors, and is attached as Attachment C. Approval of the Final Map will allow the developer to begin grading and construction of the project.

The El Macero Villas project is a 16 unit residential condominium development on 2.4 acres on the western portion of the El Macero Golf Course, near the western intersection of Mace Boulevard and San Marino Drive in an unincorporated area of Davis (APN: 068-130-002 and -007). The project will create for-sale residential condominiums, consisting of three two-story buildings. Access will be via two un-gated entrances on Mace Boulevard. The project will connect to City of Davis water and sewer facilities.

Pursuant to Section 15268 of the California Environmental Quality Act (CEQA) Guidelines, the approval of a final map is exempt from the requirements of CEQA as a ministerial project.

The Planning Commission approved the Tentative Parcel Map on February 12, 2015.

The project is within the area around Davis that is subject to the "Pass-Through Agreement." The Davis City Council held a hearing on December 16, 2014 and determined that the City did not object to County approval of the requested entitlements. The City will approve the extension of sewer and water service to the site.
