Receive update on MHSA Housing Project and authorize the County Administrator to execute amendments to the Disposition and Development Agreement as necessary to accomplish the project goals. (No general fund impact) (Blacklock/Nunes/Baker)
Recommended Action
  1. Receive an update on the Mental Health Services Act (MHSA) Housing Project; and
     
  2. Authorize the County Administrator to sign non-monetary amendments to the Disposition and Development Agreement.

Reason for Recommended Action/Background
In 2008, the County received funds from the Mental Health Services Act (MHSA) housing program to provide housing and subsidies for MHSA clients.  Since that time, staff has developed a plan to use the funds to aid in the development of a multi-family housing project with 17 units dedicated to the MHSA funding.  The project would be located on the property where the closed County hospital is currently located. The most recent action on this project occurred on December 16, 2014, when the Board approved the attached Disposition and Development Agreement (DDA) which provided for the subdivision of the existing property into three parcels/lots. Initial transfer of the first two parcels was to have been granted to the development team of Yolo County Housing/New Hope (YCH) and Mercy Housing California (collectively "Developer"). 

Since the property would have belonged to Developer, the team began the necessary steps to receive the appropriate entitlements from the City of Woodland to develop the property for multi-family housing.  Due to constraints within the City, City staff indicated to the Developer that the timeline for receiving the entitlements would be several months.  During that delay, there would be funding opportunities that would be missed, thus setting the project timeline back.  In further discussions with the City, it was determined that having the County retain the property rather than transferring it to the Developer would allow the entitlements to proceed in a more expeditious manner as it would be the County's processes that would be utilized instead of the City's.  (County ownership of the property causes it to use County processes even though within the City limits.)  Therefore, the board-approved DDA would need to be amended to allow for retention by the County of ownership.

County staff and Developer continue to work through the impacts of amending the DDA.  However, with no Board meetings until September 15, waiting to return to the Board for approval of the amendment would delay forward progress.  Therefore, staff recommends granting authority to the County Administrator to sign any amendments to the DDA in the interim.  There would be no fiscal impact to the amendment.

Attachment B summarizes the timeline and activities associated with the project.  These recommended changes are not anticipated to impact the current timeline.  Next steps include project funding applications, building demolition and entitlements.
