Recommended Action
  1. Adopt the plans and specifications for the construction of the Waste Management Unit H Aeration System; and
     
  2. Authorize the Director, Division of Integrated Waste Management  to sign the Notice to Contractors and advertise for competitive bids.

Reason for Recommended Action/Background
The landfill has several class 2 (double lined) liquid surface impoundments to retain and treat both landfill leachate (water that has percolated through waste) as well as the various liquid waste (septage, portable toilet, various sump waste, etc) received at the landfill. Currently, the landfill utilizes floating surface aerators to treat this liquid, but due to the increasing volume of liquid wastes received at the landfill, an upgrade to this system is necessary. The Waste Management Unit H Aeration System will utilize a centrifugal blower and fine bubble diffusion system to more effectively aerate and treat the waste. 

The current division budget for fiscal year 2021-2022 includes $300,000 for completion of this work, however, the current engineer's estimate is $320,000.  The recommended actions include only approval of the plans and authorization for competitive bidding. Following receipt of bids, staff will return to the Board for approval of the agreement and, if bids exceed the budgeted amount of $300,000, a budget resolution to amend the division's fiscal year 2021-2022 budget.

Competitive Bid Process
The project will be advertised on Bidsync.com for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management. A contract may only be awarded to the lowest responsive and responsible bidder.

Construction of the Waste Management Unit H Aeration System will be paid by the Sanitation Enterprise Fund, which is funded through the tipping fees collected at the landfill. There will not be an impact on the general fund. The engineer's estimate for the construction of the Waste Management Unit H Aeration System is $320,000 which exceeds the division's $300,000 budget for this item. 

The actual cost for this work will be determined through the competitive bid process.  Following receipt of bids, the division will return for approval of the agreement and, if necessary, a modification to the division's budget.
