Reason for Recommended Action/Background
The purpose of this ordinance is to amend Title 10, Chapter 12 of the Yolo County Code of Ordinances to ban the possession and consumption of alcohol, and make certain safety equipment mandatory for all off-highway vehicle riders.

On July 13, 2021, the Board of Supervisors vote unanimously, by a vote of 5-0-0, to introduce by title only, waive the first reading, and receive public comment on the proposed ordinance.

The Board also found, again by a unanimous vote of 5-0-0, that the adoption of the ordinance is exempt from CEQA under Section 15061(b)(3) because "it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment."
Collaborations (including Board advisory groups and external partner agencies)
Staff from the Natural Resources and Parks divisions have collaborated extensively with: interested members of the public, residents and landowners along Cache Creek, the Cache Creek Conservancy, Yolo Audubon, the Sheriff's OHV Enforcement team, the County's OHV Stakeholder committee (developed as part of the OHV Park planning process), Supervisorial District 5, and the relevant fire protection districts. The results of this collaboration were presented to the County's Parks, Recreation, and Wildlife Advisory Committee (PRWAC) in February 2021.
