Adopt resolution granting the District Attorney and/or the Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $50,000 in grant funds awarded by the Children's Advocacy Centers of California, adopt budget resolutions increasing the Multi-Disciplinary Interview Center's 2020-21 adopted budget by $26,066 and the 2021-22 approved recommended budget by $23,934, and approve an amendment to the 2021-22 Authorized Equipment List allowing the purchase of a capital asset. Recommended Action
  1. Adopt resolution granting the District Attorney and/or Chief Deputy District Attorney authority to accept, on behalf of Yolo County, $50,000 in grant funds awarded by the Children's Advocacy Centers of California;
     
  2. Authorize the District Attorney and/or Chief Deputy District Attorney to execute the grant award agreement including any and all amendments or extensions;
     
  3. Adopt budget resolution increasing the Multi-Disciplinary Interview Center's FY20/21 adopted budget by $26,066;
     
  4. Adopt budget resolution increasing the Multi-Disciplinary Interview Center's FY21/22 approved recommended budget by $23,934; and
     
  5. Approve an amendment to Fiscal Year 21/22 Authorized Equipment List to allow for the purchase of a capital asset.

Reason for Recommended Action/Background
The Children's Advocacy Centers of California released an RFP over the Memorial Day weekend.  These funds pertain to Covid-19 and are awarded first come, first served.  The Multi-Disciplinary Interview Center applied for funding on June 4th and was awarded $50,00 on the same day.

These funds are to be used to support programs impacted by Covid-19.  In fiscal year 2020-21, the Multi-Disciplinary Interview Center (MDIC) did not receive their normal donations from the Soroptimist of Greater Davis and the Davis Rotary. Due to Covid-19 and California's guidelines, neither club was able to hold their annual charity event which benefits MDIC. To ensure that MDIC is providing safe and supportive services to child victims and their families, MDIC will use these funds to upgrade car seats and booster seats which are currently expired, a water dispenser so victims and their families can drink clean and environmentally safe water, art supplies will be purchased for clients to use during therapy, etc.

With more and more Californians working from home due to Covid-19, processes depending more on technology, due to Covid-19, these funds are being used to purchase a copier to replace their current copier, which was purchased in 2011, as well as upgrade their remaining computers and accessories.  Tablets will also be purchased to be used by the clients and staff.

Though the RFP was released over Memorial weekend, the funds can be used to cover cost from January 1,2021 to July 31, 2021.

The Multi-Disciplinary Interview Center will be working closely with General Services. County Counsel and the Department of Finance have reviewed the board resolutions and approved.

Grant funds are being awarded by the Children's Advocacy Center of California which is a non-governmental agency. As these funds need to be expended by July 31, 2021, grant award is being used in both fiscal year 2020-21 and 2021-22.  Funding needs to be increased in both fiscal years. In fiscal year 2020-21, we will be increasing MDIC's budget by $26,066 and in fiscal year 2021-22, we will be increasing MDIC's budget by $23,934.
