Approve the consolidation of the Special Municipal Election for the City of West Sacramento with the California Gubernatorial Recall Election on September 14, 2021. (No general fund impact) (Salinas)
Recommended Action
Approve the City of West Sacramento's request that the Yolo County Elections move their previously set Special Election called for August 31, 2021 to September 14, 2021 and consolidate it with the scheduled California Gubernatorial Recall Election.

Reason for Recommended Action/Background
On January 20, 2021, the City of West Sacramento adopted Resolution 21-12 calling for an all-mail ballot special municipal election to fill a vacancy on the City Council for a council member seat that will expire in November 2022. This election was scheduled for August 31, 2021 (Attachment A).

Senate Bill 152 (Attachment B) was recently signed into law by the Governor on June 28, 2021. The newly signed bill allows Yolo County to conduct the upcoming Gubernatorial Recall election in a manner consistent with the format used in the last Presidential Election, which included sending all voters a vote-by-mail ballot and making Voter Assistance Centers and mail drop boxes available throughout the county consistent with state law requirements. In addition Section 1605 (f) of the new law allows West Sacramento to consolidate its August 31, 2021 election with the upcoming Gubernatorial Recall election.

On July 1, 2021, the Lieutenant Governor of the State of California called for a special statewide election to be held on September 14, 2021 to determine if the governor of the State of California shall be recalled, and if the majority vote on the question is to recall, to elect a successor (Attachment C).

In accordance with the conditions set forth in Elections Code Section 1605(f) and to help reduce the cost of their election and potentially increase voter turnout, the City of West Sacramento passed Resolution 21-61 on July 3, 2021 to consolidate their special local election with the California Gubernatorial Recall Election scheduled to be held on September 14, 2021 (Attachment D).
