Authorize the Yolo County Health and Human Services Agency to participate in and receive Homeless Housing Assistance and Prevention Round 2 Funding allocations in the amounts of $365,090 for the Continuum of Care for Davis and Woodland/Yolo County, and $326,778 for Yolo County, from the California Business, Consumer Services, and Housing Agency to provide a range of eligible services to homeless individuals and individuals at imminent risk of homelessness in the County and the County region, and authorize the HHSA Director to sign the HHAP Round 2 allocation agreements and related documents required to receive the funding allocations. (No general fund impact) (Larsen)
Recommended Action
  1. Authorize the Yolo County Health and Human Services Agency (“HHSA”) to participate in and receive Homeless Housing Assistance and Prevention (“HHAP”) Round 2 Funding allocations in the amounts of $365,090 for the Continuum of Care for Davis and Woodland/Yolo County (“CoC”), and $326,778 for Yolo County (“County”), from the California Business, Consumer Services, and Housing Agency (“BCSH”) to provide a range of eligible services to homeless individuals and individuals at imminent risk of homelessness in the County and the CoC region; and
     
  2. Authorize the HHSA Director to sign BCSH Agreement Nos. 21-HHAP-00060 and 21-HHAP-00100, based on the Homeless Housing, Assistance, and Prevention program Authorized Signatories Forms, which BCSH is using to authorize the County Administrator and designees to sign these allocation agreements, as well as all related documents required to receive the funding allocations.

Reason for Recommended Action/Background
The Homeless Housing, Assistance, and Prevention Program (“HHAP”) is administered by the California Homeless Coordinating and Financing Council (“HCFC”) in the Business, Consumer Services and Housing Agency (“BCSH”). In Yolo County, HHAP funds are allocated in two separate allocations to the Continuum of Care for Davis, Woodland/Yolo County (“CoC”) and to Yolo County (“County”).  HHSA serves as the administrative entity for the CoC. 
 
On May 5, 2020 the Board authorized HHSA to participate in and receive funding allocations for HHAP Round 1 in the amounts of $771,593.44 for the CoC and $714,826.11 for the County, for a total of $1,486,419.55 in the 2019-20 budget.
 
HHAP Round 2 provides additional flexible block grant funds to Continuums of Care, large cities (population of 300,000+) and counties as defined in the November 13, 2020 HHAP-2 Notice of Funding Availability (“NOFA”) to build on the regional coordination created through previous HCFC grant funding and support local jurisdictions in their unified regional responses to reduce and end homelessness.  The general purpose of the Program is to continue to build on regional coordination developed through previous rounds of funding of the Homelessness Emergency Aid Program
 
Staff recommends authorizing acceptance of the HHAP Round 2 allocations to continue the regional responses to reduce and end homelessness.
