Reason for Recommended Action/Background
On or about June 1, 2020 the California Department of Housing and Community Development released a Notice of funding Availability (NOFA) for the Federal Emergency Solutions Grant Program Coronavirus (ESG-CV). The funding was allocated to the Homeless and Poverty Action Coalition (HPAC) for the purpose of preventing, preparing for, and responding to coronavirus. On or about June 24, 2020, HPAC voted to make Yolo County the administrative entity for the ESG-CV funds. On or about December 22, 2020, the County entered into State Agreement No. 20-ESGCV1-0035 (“State Contract”) with the Department of Housing and Community Development (“Department”), via the Department’s administration of the Federal CARES Act ESG-CV Program, pursuant to the provisions of the 2020 Federally enacted Coronavirus Aid, Relief, and Economic Security Act, Title XII, Homeless Assistance Grants Section (“CARES Act”) and any waivers including the HUD Mega-Waiver dated April 1, 2020,  and where not superseded by the CARES Act, pursuant to the provisions of 42 USC 11371; 42 USC 11378; 24 CFR Part 576;  all as shall be amended from time to time.
 
On or about June 9, 2021 Department of Housing and Community Development amended the State Contract to add ESG-CV Round 2 funding
 
Approval of this Agreement will allow Empower Yolo to provide rapid rehousing services: identify housing; provide rent and move-in assistance; and provide case management services for households identified by the Project Room Key program. The RRH program is designed as a continuation of services with a goal of finding permanent housing before the emergency hotel/motel program ends, with a focus on providing services to those who are least likely to succeed on their own, including those with the longest periods of homelessness, and those from marginalized communities.
 
The model of service to be provided has 5 Stages, although many of the County’s hotel residents are already at Stage 3, the model is consistent with current services offered:
 
1.         Enrollment at Project Room Key Hotel
2.         Progressive Assessment
3.         Collaborative Exit Planning
4.         Participant Exit Planning
5.         Safe Exit of Participant

County Counsel has approved this Agreement as to form. Yolo County Homeless Poverty Action Coalition (HPAC) also coordinated on this item.
Competitive Bid Process
ESG CV Round 2 funding was a local selection process held by non-conflicted members of HPAC that reviewed and scored each proposal, made a recommendation to the HPAC Board, and as a result of the HPAC Board votes this proposal was selected.

No general funds are required by this action. These services will be funded by Housing and Community Development ESG-CV Round2.  The total amount of this action is $280,992 for the period of December 22, 2020 through July 30, 2022. The amount of $280,992 is included in the HHSA adopted budget for fiscal year 2020-21.
