Recommended Action
  1. Approve third amendment to Agreement No. PO 3646 with Vista Pacifica Enterprises, Inc. to reduce funding for Fiscal Year (FY) 2021-22 and FY 2022-23 by $195,000 per FY for a revised maximum payment obligation of $1,170,000 for the period of July 1, 2020, through June 30, 2023, for the provision of providing 24-hour supervised clinical care to adults with severe mental illness.
     
  2. Re-Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise optional year extensions up to $325,000 for fiscal years 2023-24 and 2024-25 and 2) issue related option year notices.

Reason for Recommended Action/Background
The Health and Human Services Agency is providing consistent and quality care in a secure residential setting when deemed necessary for the safety and stability of individuals served by the local Mental Health Plan. Vista Pacifica Center in Riverside operates an Institute for Mental Disease (IMD) program in Riverside, providing treatment and care to Yolo County beneficiaries since 2016.  The program offers specialized treatment including pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment. These services are available in a 24-hour care, non-state hospital locked setting to referred adults who are conservatees of the Yolo County Public Guardian and require treatment in such a secure environment.

Approval of this amendment will reduce the annual funding used to cover costs to place clients with severe mental illness, many of whom are under a temporary or annual conservatorship order, in secure residential setting for an extended period time. This reduction is informed by actual use and cost data for this contractor over the last two fiscal years as the County has developed additional placement options with other Contractors for this same population.

The action decreases the contract maximum by $195,000 for FY 2020-21 and FY 2021-22 for the new contract maximum of $1,170,000, for the period of July 1, 2020, through June 30, 2023. No general funds are required by this action.  These services will be funded by Realignment.  The amount of $325,000 is included in the HHSA adopted budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2025, nor shall the total contract maximum exceed the amount of ONE MILLION EIGHT HUNDRED TWENTY THOUSAND DOLLARS ($1,820,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
