Recommended Action
  1. Approve sixth amendment to Agreement No. 18-131 with Turning Point Community Programs to extend the term of the agreement through June 30, 2022; add funding in the amount of $69,992 for fiscal year 2020-21; add funding in the amount of $288,350 for fiscal year 2021-22 for a new contract maximum of $1,043,786; add a Scope for data collection and screenings effective FY 2020-21; and revise and clarify contract language to continue providing outpatient services, case management services, and physician consultation services; and
     
  2. Re-delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to exercise an optional one-year extension and issue a related notice, not to exceed $288,350 for fiscal year 2022-23, for a new 5-year maximum payment obligation not to exceed $1,332,136.

Reason for Recommended Action/Background
On May 8, 2018, the Board of Supervisors (“BOS”) approved an agreement with Department of Health Care Services (DHCS) to receive funding in the amount of $13,943,284 for the Drug Medi-Cal Organized Delivery System.

Yolo County completed a formal competitive selection process (see Competitive Selection details below) and Turning Point Community Programs was selected to provide for the provision of Intensive Outpatient, Outpatient Services, Case Management and Physician services.  On July 10, 2018, the BOS approved the underlying Agreement (“Agreement 18-131”) with Turning Point Community Programs for the provision of those services.

Approval of this Amendment will allow Turning Point Community Programs to continue providing outpatient services, case management services, and physician consultation services. This amendment also adds an additional scope of work for Adverse Childhood Experience Screenings (ACEs) which will allow for  screenings and assessments to obtain scores and cognitive assessment results from behavioral health clients who are simultaneously involved in the criminal justice system within Yolo County for the Data Driven Recovery Project (DDRP). The results from the screenings and assessments will be converted into anonymized data and incorporated into a DDRP study funded by the Mental Health Services Oversight and Accountability Commission.

Competitive Bid Process
On February 26, 2018, HHSA issued a Request for Proposal (RFP) seeking contractors to provide Substance Use Disorder (SUD) Adult Continuum of Care services to eligible Yolo County residents.

HHSA received eight proposals from this solicitation. Below is a table of all providers who submitted proposals. All proposals were evaluated, and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services: CommuniCare, Turning Point, Progress House, Community Recovery Resources, Yolo Wayfarer Center, BayMark, and CORE. Because these proposals were considered to be of high quality, they will be offered a contract to provide these identified services. Separate agreements for the other bids chosen will be submitted to the Board for approval. Heritage Oaks was the only bid received that will not be awarded a contract.

The action increases the contract maximum by $69,992 for fiscal year 2020-21 and adds funding in the amount of $288,350 for fiscal year 2021-22 for a new contract maximum of $1,043,786 for the period of July 1, 2018 through June 30, 2022. No general funds are required by this action. These services will be funded by DMC-ODS.  The amount of $69,992 is included in the HHSA adopted budget for fiscal year 2020-21 and the amount of $288,350 is included in the proposed budget for fiscal year 2021-22. 
The related funding will be included in the requested budget process for future fiscal years.
