Recommended Action
  1. Approve third amendment to Agreement No. 19-144 with Yolo Community Care Continuum to increase funding in the amount of $50,000 for Fiscal Year (FY) 2020-21 for a new contract maximum of $1,463,091, for the period of July 1, 2019 through June 30, 2022; and
     
  2. Increase the delegated authority for the HHSA Director to exercise and issue related optional year notices granted with the approval of Agreement No. 19-144 by the $50,000 increase noted in A., above for a maximum for a 5-year maximum payment obligation not to exceed $2,397,491.

Reason for Recommended Action/Background
Yolo County serves Seriously Mentally Ill adults meeting the mental health medical necessity criteria that require the long-term residential treatment services provided by the Yolo Community Care Continuum (YCCC) Farmhouse Program.  This program helps clients increase their ability to live independently through skill building, job training and/or other educational programs to further their independence. These placements also help reduce costs to the County by reducing psychiatric hospital stays, Institute for Mental Disease (IMD) placements, and homelessness. Approval of this third amendment adds $50,000 to fiscal year 2020-21 so pending claims can be paid, and revises and clarifies contract language.
 
With the addition of the $50,000 to FY 2020-21, the total contract maximum after all maximum optional extensions will increase to $2,397,491. (Please see Section 1 of Att. A. Third Amendment, amending Section III(B)(2) of Agreement No. 19-144) Thus, staff requests the delegation of authority to the HHSA Director to exercise and issue related optional year notices to the maximum of $2,397,491.
 
For the above reasons, staff recommends the approval of this first amendment to Agreement No. 19-144.
 
The Performance Measures were included in the initial Agreement and are not being changed by this amendment.

Competitive Bid Process
On or about January 30, 2019, the Yolo County Procurement Manager approved a sole source letter in conformance with the Yolo County Procurement Policy.

No general funds are required by this action.  The increase of $50,000 will be funded by MHSA funds. The amount of $517,200 was included in the HHSA adopted budget for FY 2020-21. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2024 nor shall the total contract maximum exceed the amount of TWO MILLION THREE HUNDRED NINETY-SEVEN THOUSAND FOUR HUNDRED NINETY-ONE DOLLARS ($2,397,491) unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
