Reason for Recommended Action/Background
Over the years, Yolo County has sought to develop a culture of continuous quality improvement among its departments through the development of a performance management system and quality improvement best practices. This effort is referred to as Yolo Performance.

Performance Management
Yolo Performance began with the establishment of the Yolo Performance Work Group in 2015. This workgroup, comprised of representatives from each County department, sought to implement the Results-Based Accountability (RBA) method of performance measurement among all County departments. The Yolo County Health and Human Services Agency (HHSA) spearheaded this effort, being the first department to pilot the model and continues their expansion of this method among their programs and with their contracted service providers. 

Over the past several years, the Yolo Performance Work Group has accomplished the following:
  • Development of RBA performance measures for one significant program for each department;
  • Collection of quarterly data for that program; 
  • Annual performance measurement development goals for each department; and
  • Establishment of purpose statements for each program in the budget book.
Additionally, staff conducted workshops and training with departments on RBA.

During the course of implementation, a number of challenges emerged. First, it became evident that the RBA model did not apply easily to all departments, particularly those providing internal services and/or those where a target population or program was not clearly defined/identifiable. Second, staffing availability to implement data gathering and reporting required for the RBA model was limited in many departments. In some instances, departments who were collecting data and reporting for the model found that the data was not meaningful to their operations and became disengaged from the process. 

As a result, the Yolo Performance Work Group was placed on hold, and performance management efforts were shifted to the Strategic Plan. Currently, departments provide data for the Strategic plan metrics on a quarterly basis to help the County track the plan's progress through a publicly available dashboard. This allows departments an opportunity to provide and track outcome measures and see how they directly apply to the overall goals of the County organization. HHSA continues to utilize the RBA model for performance measurement in their department. Some departments have begun to explore performance measurement and or data reporting through other methods, such as the District Attorney's criminal justice data sharing through Measures for Justice.

Quality Improvement
In addition to performance management, Yolo Performance also shifted to implement best practices in the quality improvement of processes. For this purpose, a new workgroup was established in 2019 called the Quality Improvement Advisory Committee (QIAC). The workgroup is comprised of 8 County department representatives and is focused on exploring quality improvement best practices to employ in County departments. Currently, the group is conducting a pilot project using the Plan Do Check Act (PDCA) method of quality improvement. Following the implementation of the pilot, additional quality improvement projects will be implemented among County departments to improve processes while also expanding the use of continuous quality improvement practices among the organization.

Board Presentation
On May 4, 2021, staff anticipate providing the Board of Supervisors with a presentation regarding these updates as well as a presentation from HHSA regarding their experience with implementing the RBA model. The purpose of these presentations will be to provide the historical context of performance measurement and quality improvement in Yolo County and to look toward the next steps in implementing these efforts as an organization.
