Recommended Action
Delegate authority to the Procurement Manager to execute an agreement with CommuniCare Health Centers in the amount of $40,000 for the period of March 1, 2021 through June 30, 2022 for nursing staff services to assist with the delivery of the COVID-19 vaccinations at County operated vaccination clinics.

Reason for Recommended Action/Background
County staff have identified a need for additional nursing staff to support the distribution of the COVID-19 vaccines at County operated vaccine distribution clinics. This agreement with CommuniCare, in the amount of $40,000, will allow the County to lease nurses at an hourly rate, as needed for County vaccination efforts.
 
The aggregate total contracted amount with Communicare Health Centers exceeds the Procurement Manager's delegated authority to sign, however, staff seeks to move this contract forward to ensure smooth operations at County operated vaccine distribution clinics.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel will approve this Agreement as to form before it will be sent to the Procurement Manager for signature.
Competitive Bid Process
This Agreement is being sought through a sole source justification, which is being coordinated with the Procurement Manager.

No general funds are required by this action. These services will be funded through the California Department of Public Health.  The total amount of this action is $40,000 for the period of effective date through June 30, 2022. The amount of $20,000 is included in the HHSA adopted budget for fiscal year 2020-21.
