| Reason for Recommended Action/Background |
In September 2020, the Board of Supervisors (Board) approved the Cannabis Tax Expenditure Plan as part of the County's Fiscal Year 2020-21 Budget. This annual expenditure plan is developed by County staff in collaboration with the Board and Citizen's Oversight Committee and aligns with the Board's adopted Strategic Plan and the priorities identified in Measure K, including criminal enforcement of illegal cultivation, early childhood intervention and prevention, youth development, and rural infrastructure. In alignment with the Board's policy regarding the use of Cannabis Tax Revenue funds, staff from the Health and Human Services Agency and County Administrator's Office provided the Cannabis Regulation Ad Hoc Board Subcommittee with a proposal for use of Cannabis Tax Revenue funds in the early childhood intervention and prevention priority area. The following provides a summary of the proposal.
Universal Basic Income Proposal
Yolo County Health and Human Services Agency seeks $100,000 in funding from cannabis tax revenue appropriated towards early childhood intervention for a Universal Basic Income (UBI) pilot project for families in deepest poverty in Yolo County. These UBI payments would help to supplant current welfare funding and counter the high cost of living in California by bringing family income up to the California Poverty Rate. In this way, UBI programs seek to combat generational poverty by empowering families with the financial support to reach their short- and long-term goals.
Target Population
The target population for the UBI pilot would be CalWORKS Housing Support Program (HSP) families, with children under the age of 2 years. Through the pilot project, Yolo County would provide monthly cash assistance to 31 of these families for a year up to a maximum of $12,155 per family, focusing on families in HSP with at least one child under the age of 2.
Funding
The estimated cost of the pilot is $400,000 to fund monthly payments for 31 CalWORKS HSP families, which includes $23,195 in program expenses related to evaluation, planning, and concrete supports. HHSA staff would absorb any administrative costs as an in-kind match. HHSA is seeking assistance from a variety of sources and partners to help establish the pilot program which will occur in four funding rounds.
- Funding Round 1: First 5 Yolo - $100,000 – 8 families and program expenses
- Funding Round 2: Yolo County- $100,000 – 8 families and program expenses
- Funding Round 3: OCAP Grant- $75,000 – 6 Families
- Funding Round 4: Fundraising- $125,000- 9 families and program expenses
Thus far, First 5 Yolo has pledged $100,000 to serve as the first project funding round for 8 families and HHSA has secured a grant of $150,000 ($75,000 annually for two years) from the Office of Child Abuse Prevention for the third funding round. Additional funding of $100,000 is being requested from cannabis tax to utilize in the second funding round to serve 8 additional families. The budget amendment to move funds to the HHSA budget will come as part of the mid-year process on February 23rd required to implement the pilot program if the Board approves the concept.

| The County Administrator's Office collaborated with the Department of Financial Services, Health and Human Services Agency and First 5 Yolo. In addition, the proposal was shared with the Board of Supervisors Cannabis Ad-Hoc Committee who were supportive of the proposal being brought to the full board for approval. |
