Brief Title:    Approve construction agreement for the Yolo Branch Library

Authorize the Director of General Services to execute an agreement with Broward Builders, Inc. in the amount of $3,575,000 for the construction of the Yolo Branch Library and authorize the Director of General Services to amend the construction contract with Broward Builders, Inc. up to an additional $203,750 should amendments be required by the scope of the project. (General fund impact $413,455) (Yarris)
Recommended Action
  1. Award Contract to Broward Builders Inc. in the amount of $3,575,000 for the construction of the Yolo Branch Library;
     
  2. Approve delegation of authority to the Director of General Services to negotiate and execute a contract with Broward Builders, Inc.; and
     
  3. Authorize the Director of General Services to issue Change Orders, as necessary, up to $203,750 consistent with Public Contract Code section 20142.

Reason for Recommended Action/Background
On December 15, 2020, the Board approved the Yolo Branch Library Project budget and design.

The project will construct a new library now that the old library has been demolished. The new facility will upgrade and improve existing Yolo Branch Library services such as expanding the existing book and media collections in both English and Spanish languages, expanding public use computer stations, creating study rooms and distinct user group areas for children/family, teens and adults, expanding staff workspace areas, offering a covered outdoor activity area, possible outdoor gardens, seating, picnic areas and activity lawn and providing a dedicated meeting room for joint use by library programs and the community.

The project has been split into two separate phases with phase one beginning and ending before phase two begins. Phase one included salvage and demolishing the existing condemned Yolo Branch Library in the first quarter of 2021. Phase two will construct a new 3,800 square foot Library Building.

If the donation funding target is not met, the County would provide gap funding from one or more of the following funds:

•           CIP Reserve
•           2017 CIP Bond Issuance
•           Accumulated Capital Outlay Fund
•           Additional Development Impact Fee funds

Staff will bring back information later in the fiscal year on the strategy to close the funding gap once additional information is known.

The County Administrator’s Office collaborated with the Yolo County Library, Friends of the Library, County Counsel, General Services, County Department of Finance.
Competitive Bid Process
On May 12, 2021, the County issued an Invitation for Bids.  The County received three bids by the closing date of June 29, 2021.  The table below lists the bids received and the County’s Engineer’s estimate:
