Authorize the Yolo County Procurement Manager to execute 13 Community Based Organization Vaccination Project agreements for a not-to-exceed total of $370,152.22. (No general fund impact) (Larsen)
Recommended Action
  1. Authorize the Yolo County Procurement Manager to execute the following 13 Community Based Organization (CBO) Vaccination Project agreements. The total of each agreement will vary; however, the total for all of the agreements shall not exceed $370,152.22:

  2. Authorize the Yolo County Procurement Manager to execute any financial amendments to the resulting provider agreements, which may include financial amendments above and beyond the Procurement Manager’s aggregate signing authority as provided in the Yolo County Procurement Policy in an amount not to exceed $100,000 per agreement.

Reason for Recommended Action/Background
The County through the Health and Human Services Agency will fund a number of agreements (provider names listed below) with qualifying community-based organizations (CBOs) for a COVID-19 vaccination outreach project. The project’s duration is expected to last from early April 2021 through the end of July 2021.
 
The contracted CBOs will identify, provide outreach to, and assist COVID-19 vaccine eligible individuals who either live or work in Yolo County (in the CBO’s service area). Outreach efforts will focus on community members who are traditionally and systemically impacted by health inequities and disparities and/or lack vaccine confidence due to stigma or misinformation. Target populations will include: LatinX communities; Russian-speaking communities; Rural communities; and the Bryte and Broderick area of West Sacramento (zip code 95605). The CBOs will assist interested vaccine eligible individuals with enrollment and sign-ups at the MyTurn and County sites with the goal of increasing enrollment in MyTurn and vaccination access to these hard-to-reach/disparate populations.
 
HHSA respectfully requests the BOS approve awards to the following 13 CBOs for the CBO Vaccination Project and delegate signing authority to the Yolo County Procurement Manager to expedite the contracting process in order to provide these services to the community as soon as possible.

County Counsel will approve each Agreement as to form.
Competitive Bid Process
On March 25, 2021, the Yolo County Public Information Officer sent a request for interest via email to 65 local CBOs about the upcoming funding opportunity. By April 5th, 2021, 21 CBOs responded expressing interest in the project.  Community Health staff developed a Procurement Package including a memorandum detailing the background of the project, vendor qualification criteria, project timeline, scope of work, and methodology to receive CBOs applications. This Procurement Package was sent to the 21 CBOs who expressed initial interest by April 5th. Five (5) CBOs responded that they were not going to pursue the project, thirteen (13) CBO’s provided their feedback through the survey. Staff intends to award a contract to all qualifying CBOs who submitted the application as long as they met the initial criteria set for capacity and outreach to specific communities in specific locations of the County.

No general funds are required by this action. These services will be funded by the ELC Enhancing Detection Expansion Funds.  The amount of $370,152.22 is included in the HHSA adopted budget for fiscal year 2020-21.
