Recommended Action |
- Approve agreement with Psomas for “on-call” County Surveyor services through 2026; and
- Delegate authority to the Director of Public Works to negotiate, sign and execute any additional forms, documents and/or amendments as necessary relating to this Agreement, and to appoint the County Surveyor performing duties under this Agreement.

Reason for Recommended Action/Background |
Approval of the agreement will provide County Surveyor services for the County through February 8, 2026. This contract will allow immediate response on an as-needed basis for County Surveyor services.
Section 27550 of the California Government Code generally describes the duties of the County Surveyor. Government Code Section 66410, et seq. (the Subdivision Map Act), describes in greater detail the various survey documents that must be reviewed, certified and/or signed by the County Surveyor. The volume of documents submitted to the Public Works Division for review is not sufficient to justify a full-time County Surveyor. A contract County Surveyor has been utilized to cost-effectively satisfy the County’s document review obligations since 2014.
Per County Code Section 2-5.501, the County Surveyor is an officer appointed by the Board of Supervisors. Under County Code Section 2-5.1702, the duties of the County Surveyor are integrated within the Public Works Division, and the County Surveyor performs these duties under the administrative direction of the Director of Public Works. Stephen Williams, PLS 6878, of Psomas is currently the acting County Surveyor. Delegating the ability to appoint the County Surveyor to the Director of Public Works will allow for changes in Psomas’ staff that may occur over the life of the Agreement. |

Competitive Bid Process |
A request for proposals (RFP) for “on-call” County Surveyor services was advertised on Bidsync beginning on October 2, 2020. Four proposals were received by the deadline of October 27, 2020. The scope of work includes the following as-needed services: review of full cost recovery Records of Survey, Parcel/Subdivision Maps, or other documents; review of flat rate Records of Survey; review of Corner Records, Certificates of Correction, Lot Line Adjustments, or other documents; additional surveyor services, as requested.
A selection committee of staff engineers reviewed the four proposals. Based on the requirements in the RFP, Psomas was identified as the firm with the best proposal and qualifications.

This 5-year agreement allows for up to $300,000 for “on-call” County Surveyor services. The annual need for these specialized services will vary depending on the number of Record of Survey, Corner Record, Parcel Map, and Subdivision (Final) Map applications received by the County where these services are required. The cost of these services will be reimbursed by collected fees and developers’ funds.
