Approve application to the California Workforce Development Board requesting approval for the Health & Human Services Agency to serve as an America’s Job Center of CaliforniaSM Adult and Dislocated Worker Career Services Provider and authorize the Health and Human Services Agency to submit the request on behalf of the Yolo County Workforce Innovation Board as well as any additional requested information. Recommended Action
  1. Approve the Yolo County Workforce Innovation Board’s application request for the Health and Human Services Agency  to be America’s Job Center of CaliforniaSM Adult and Dislocated Worker Career Services Provider;
     
  2. Authorize the Board of Supervisor Chair to sign the application; and
     
  3. Authorize the Health and Human Services Agency to submit the Request for Approval to be America’s Job Center of CaliforniaSM  Adult and Dislocated Worker Servicer Provider Application on behalf of the Workforce Innovation Board as well as any additional information.

Reason for Recommended Action/Background
On July 22, 2014, President Obama signed the Workforce Innovation and Opportunity Act (WIOA), which went into effect on July 1, 2015, replacing the Workforce Innovation Act of 1998.  The Workforce Innovation and Opportunity Act is designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.   
 
On March 24, 2015, the Board of Supervisors approved the Health and Human Services Agency to submit an application to be designated as a “local area” under WIOA for the initial operating period from 2015 to 2017 on behalf of the Workforce Investment Board (Resolution No. 15-28). This application was approved by the State on July 17, 2015.
 
On December 15, 2015, the Board of Supervisors took further action to establish the Yolo County Workforce Innovation Board and adopted the Yolo County Workforce Innovation Board Bylaws under the Workforce Innovation and Opportunity Act (Resolution No. 15-146).

On February 21, 2017, the Board of Supervisors approved the application to the California Workforce Development Board requesting approval for the Health and Human Services Agency to serve as an America’s Job Center of California Adult and Dislocated Worker Career Services Provider and authorize the Health and Human Services Agency to submit the request on behalf of the Yolo County Workforce Innovation Board. (Excerpt of Minute Order No. 17-31 Item No. 25). This application was approved by the State through June 30, 2021. 

Today’s recommended action is in alignment with direction from the State regarding how local communities should select America’s Job Center of CaliforniaSM (AJCC) Operators and Career Services Providers which states that:
  • The Local Board (Workforce Innovation Board) is responsible for identifying eligible Adult and Dislocated Worker Career Services Providers.
  • A Local Board or administrative entity may choose to be designated as the Adult and Dislocated Worker Career Services Provider, but only with the approval of the Board of Supervisors and the Governor. If the Local Board does not choose to be designated as the Provider, it must conduct a competitive process for selecting another Provider.
  • If a Local Board wants to provide Adult and Dislocated Worker Career Services, the Board of Supervisors must submit the Request for Approval to be the Adult and Dislocated Worker Services Provider Application and required supporting documents to the State Board by March 1, 2021.
  • If a Local Board receives approval to be a Adult and Dislocated Worker Career Services Provider that approval will be valid for a maximum of four years, after which time another request must be submitted.
  • All Adult and Dislocated Worker Career Services Providers must be in place and operating in the AJCCs no later than July 1, 2021.
The Health and Human Services Agency (HHSA) (formerly the Department of Employment and Social Services) served as the Workforce Investment Act Title I B grant recipient and fiscal administrator as well as the provider of services for the Adult and Dislocated programs since the implementation of the Workforce Investment Act in 2000. HHSA continues to serve as the Workforce Innovation and Opportunity Act Title I grant recipient and fiscal administrator. In February 2017, through a similar application process, the State approved HHSA to be the Adult and Dislocated Worker Career Services Provider through June 30, 2021.  HHSA has successfully provided core, intensive and training services to the adult and dislocated worker populations of Yolo County under the Workforce Innovation and Opportunity Act and has the internal infrastructure needed to continue providing services. HHSA already employs staff who are trained, experienced and knowledgeable. In line with the time period of selecting AJCC Operators, if a Local Board receives approval to provide Adult and Dislocated Worker Career Services, that approval will be valid for a maximum of four years, after which time another request must be submitted.
