| Reason for Recommended Action/Background |
To enter into an agreement with the City of West Sacramento whereby they provide financial support to the Arthur F. Turner Community Library and in turn the library will provide Sunday hours of operation, as well as bolster funding for books, programming and other services in the operating budget at no less than $200,000.
BACKGROUND
This MOU replaces and supersedes the “Memorandum of Understanding Between the City of West Sacramento and the County of Yolo Concerning the Building and Operation of the Arthur F. Turner Community Library” (Yolo County Agreement No. 09-94) entered into by the City and the County on June 30, 2009.
This MOU replaces and supersedes the “Memorandum of Understanding Between the City of West Sacramento and the County of Yolo Concerning a New Proposed West Sacramento Community Library,” (Yolo County Agreement No. 03-39) entered into by the City and the County on March 16, 2003.
This MOU also supersedes the “Cooperative Agreement for the West Sacramento Community Library,” (Yolo County Agreement No. 04-12) entered into by the Washington Unified School District, the City and the County on January 14, 2004.
This MOU provides an agreement whereby the City of West Sacramento agrees to provide the Arthur F. Turner Community Library with the lower of 15% or $300,000 per year of the dollars received from the City’s Measure K sales tax allocation in exchange for having the library open for 4 hours on Sundays and to maintain the line item for books, programming and other services in the operating budget at no less than $200,000. |

Approval of this Memorandum of Understanding will increase the maximum annual contribution by the City of West Sacramento from $250,000 to $300,000 to support Sunday hours and operating expenses at the Arthur F. Turner Community Library.
There is no general fund impact for this MOU. |
