Recommended Action
Approve amendments to the one-year revenue agreements for animal control services with the City of Davis, City of West Sacramento, City of Winters, and UCD from July 1, 2020 through June 30, 2021.

Reason for Recommended Action/Background
Yolo County, through the Sheriff’s Office Animal Services Section, is contractually responsible for providing all cities, unincorporated areas, and the campus of UCD with animal control ordinance enforcement, dog licensing, shelter operation and spay/neuter education services. The Sheriff’s Office currently contracts with the City of Davis, City of West Sacramento, City of Winters, City of Woodland, and UCD to receive reimbursement of such services. 
 
The annual cost is divided between the cities of Davis, West Sacramento, Winters, Woodland, UCD, and Yolo County. Such costs are based on the three-year averages of the number of animals housed and number of calls for service. A reduction of the costs for each jurisdiction is based on the three-year average of animal licenses sold. In 2015, all jurisdictions mutually agreed that the Animal Services budget should be funded based such parameters to smooth out any drastic changes to patrol calls, animals housed, and/or licenses sold from year to year.
 
On September 29, 2020, the Board of Supervisors approved the five fiscal year 2020-21 animal control services agreements totaling $1,780,461. The agreements with the cities and UCD were based on the Recommended FY 2020-21 Animal Services budget. Increases to the County’s General Liability budgeted expenditures and repayment costs for a Countywide energy efficient improvements to the animal shelter building were added to the Adopted FY 2020-21 Animal Services budget. Such budgetary increases required for the agreements to be amended.
 
As detailed in the table below, the term of the five agreements with each jurisdiction for FY 2020-21 increases by $24,404, from $1,780,461 to $1,804,504.

The Sheriff’s Office has received executed amendments from the City of Davis, City of West Sacramento, the City of Winters, and UCD totaling $13,738. Because these agreements are between government entities, Board of Supervisors approval is now requested. The Sheriff’s Office will return with the $10,306 amendment to the City of Woodland agreement at a later date.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel has approved the attached agreements and approved as to form. The County Administrator provides oversight in reaching concurrence with the participating cities and UCD on the calculation of each entity’s portioned cost of the Animal Services $3,008,788 budget. Sheriff’s Office staff has historically collaborated with each jurisdiction to prorate the program’s costs.

The 2020-21 Animal Services current budget appropriation of $1,804,504 for Law Enforcement Services includes the cumulative amount of $13,738 in additional reimbursement revenue from the amended cities and UCD agreements.
