Reason for Recommended Action/Background |
At the Board of Supervisors meeting on December 15, 2020, the Board discussed a drug treatment proposal brought forth by the Yolo County District Attorney's Office (DA). The DA provided an overview of the proposed drug treatment pilot program that would be developed in tandem with legislation out of Assemblymember McCarty’s office. See Attachment A for the draft legislation discussed during the meeting. This pilot, proposed at 30 beds, seeks to address the disease of substance use disorder (SUD) by utilizing a locked facility to provide treatment. Currently, the program would target both misdemeanants and felons, although the DA has noted that the intention is that many misdemeanants would not qualify for this program.
Current Proposal
Since that meeting in December, staff from the County Administrator's Office, Health and Human Services Agency, Probation Department, Public Defender, County Counsel, and DA have convened to discuss the proposal and its applicability in Yolo County. Furthermore, this group of staff met with the Board's Legislative Ad Hoc subcommittee on January 27, with the intention of meeting once more on February 8 to garner feedback ahead of returning to the full Board. During these discussions, several gaps in the legislation and pilot program have appeared that require some level of revision. Therefore, it is anticipated that staff shall present the current iteration of the proposal at the Board meeting on February 9, 2021. In this presentation, staff will lay out the evolution of the proposal, illustrate the proposed next steps, and will receive feedback from the Board. This presentation is timely, as the last day for bills to be introduced to the California State Assembly is February 19, 2021. |
