Subject
Adopt Authorized Position and Salary Resolution to implement changes in the Assessor/Clerk-Recorder/Elections, Human Resources and Sheriff's Office; authorize the Chair to sign the CalPERS Resolution delegating authority to make disability retirement determinations to the County Administrator and Director of Human Resources; and adopt resolution providing for At-Will appointments to County positions. (No general fund impact) (Lara)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Assessor/Clerk-Recorder/Elections, Human Resources and Sheriff's Office; 
     
  2. Adopt and authorize the Chair to sign the CalPERS Resolution delegating authority to make disability retirement determinations to the County Administrator and Director of Human Resources; and
     
  3. Adopt resolution providing for At-Will appointments to County positions to remove Assessor/Clerk-Recorder/Elections Confidential Secretary and Sheriff's Confidential Secretary.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

PERS requires local agencies to have a resolution on file that identifies the individual(s) responsible for making industrial disability retirement determinations for local safety employees who are injured on the job and unable to return to work in any capacity in the County.  This authority was previously delegated to the Assistant County Administrator and County Administrator.  The recommended action updates the "Delegation of Authority" to the individuals holding the title of Director of Human Resources and County Administrator.

Board approval of the attached Resolution providing for At Will Appointments to County Positions is required when changes are made to the list of class titles that are exempt from the requirement that all appointments to regular County positions be made from an eligible list, and who serve at the pleasure of the appointing authority.
