  1. Receive presentation regarding the funding options for the Permanent Local Housing Allocation Competitive Grant; and
     
  2. Direct staff to move forward with one category of funding for the Permanent Local Housing Allocation Competitive Grant Application.

Reason for Recommended Action/Background
The California Department of Housing and Community Development (Department) receives funding from the Senate Bill (SB) 2 (Chapter 364, Statutes of 2017) and approximately $15 million in funding is being provided for the Permanent Local Housing Allocation (PLHA) program Non-Entitlement Local Government Competitive Grant. The PLHA Notice of Funding Availability (NOFA) published on August 31, 2020, provides funding ONLY for the following activities and must take place within the jurisdiction of the Applicant local government:
 
  1. Development of new multifamily rental housing that is Affordable to households at or below 60 percent of AMI or substantial rehabilitation of multifamily rental housing that will be Affordable to households at or below 60 percent of AMI, but which is not currently restricted as Affordable housing. In order to be eligible as “substantial rehabilitation”, a Project must complete a minimum of $40,000 per unit in hard construction costs; or
  2. Assistance to persons who are experiencing or At risk of homelessness, including, but not limited to, through rapid rehousing, or rental assistance, supportive services and case management services that allow people to obtain and retain housing, operating and capital costs for navigation centers, or new construction, rehabilitation, or preservation of permanent or transitional rental housing.
The Department determines the "project" that may be selected within 1 of the 2 above listed activities. For the purpose of this grant, a "project" is defined as a single category within that activity. For example, within the activity of "Assistance to persons who are experiencing or at risk of homelessness" a project would be consider rapid rehousing, a separate project would be considered rental assistance, and so forth.

Based on the competitiveness of this application and the needs of the County, staff recommends the Board consider funding one of the following projects:
  1. Apply for $600,000 all for rapid rehousing
  2. Apply for $600,000 all for rental assistance; or
  3. Apply for $600,000 all for supportive services/case management of new permanent supportive housing projects
This opportunity has been brought before the Executive Commission on Homelessness for each member to bring to their respective jurisdiction for consideration and each member to vote on their priority project to be funded. Staff is bringing this item before the Board for similar consideration and the vote will represent the County vote for the Commission.
 
Yolo County Housing will provide oversight and administration of this grant in collaboration and coordination with Health and Human Services Agency (HHSA). 
 
Yolo County Housing will be bringing a Resolution to the Board on November 17th for public hearing and adoption.
 
The PLHA grant application is due November 30, 2020 and awards will be announced in March 2021.

This action does not represent a fiscal impact. The majority of the grant funds will be a pass through to the entity who will be providing the services. Should the County be successful in being awarded funding the $600,000 would fund the following:
General Administration:                                            $30,000
Public Services-Case Management Services:        $570,000
