Reason for Recommended Action/Background |
The California Department of Housing and Community Development (Department) receives funding from the United States Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program and allocates funds to CDBG eligible non-entitlement jurisdictions. Approximately $18.7 million in new CDBG coronavirus response round 1 (CDBG-CV1) federal funds authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, will be allocated to eligible jurisdictions to perform activities related to COVID-19 response and recovery. The CARES Act provides extra CDBG funds specifically targeted to prevent, prepare for, and respond to coronavirus.
The CDBG-CV1 Notice of Funding Availability (NOFA) published on June 5, 2020, provides funding ONLY for the following activities, which are narrowly tailored as described below:
- Assistance to businesses and microenterprises impacted by COVID-19 stay-at-home orders and shut-downs
- Public services related to COVID-19 support
- Facility improvements related to COVID-19 healthcare and homeless housing needs
- Acquisition of real property to be used for the treatment or recovery of infectious diseases in response to COVID-19
Staff recommends Board approval of the attached resolution in support of the County’s application for $121,755 (formula allocation) to provide Public Services related to COVID-19 support, specifically Case Management Services for homeless individuals and/or Project Roomkey/Homekey Recipients through the CDBG CV-1 funds.
Yolo County Housing is currently under contract to manage the County CDBG Program and would be responsible for oversight of this program. Yolo County HHSA would be administering the services via the Project Roomkey/Homekey Program over a twelve-month period beginning September/October, 2020. |

This action does not represent a fiscal impact. The majority of the grant funds will be a pass through to the entity who will be providing the Case Management services. The County has been awarded the maximum amount under the Notice of Funding Availability formula allocation of $121,755 which will fund the following activities:
General Administration: $11,755
Public Services-Case Management Services: $110,000 |
