On or about June 25, 2019, Yolo County (County) entered into Agreement No. 19-132 with the Mental Health Services Oversight and Accountability Commission (MHSOAC) for $1,000,000 to fund the Data Driven Recovery Project (DDRP). The DDRP provides an opportunity to identify strategies for reducing the incidence, duration, and recurrence of arrests and incarcerations of people with behavioral health conditions. This is accomplished through improved use and appropriate sharing of data about the behavioral health needs of people in contact with or at increased risk of contact with the criminal justice system.
At its inception, the DDRP was a two year (FYs 2019-20 & 2020-21) project with the Health and Human Services Agency (HHSA) serving as the lead entity, O’Connell Research, Inc. (O’Connell Research) as the lead consultant, and four cohort counties (County Cohort 1), Plumas County, Sacramento County, Nevada County and San Bernardino County. On or about October 18, 2019, the County entered into an agreement with O’Connell Research otherwise known as Infor PO No. 3376, for the consultant work required for the DDRP under Agreement No. 19-132 for Cohort 1. In conformance with County Procurement Policy this agreement was executed by the County Procurement Manager on behalf of the County.
Based on the outcomes derived from the DDRP for Cohort 1, MHSOAC and the County agreed to continue the project through FY 2021-22. Thus, on or about June 30, 2020, the County and MHSOAC entered into Agreement No . 20-165 which provided additional funding in the amount of $800,000. Under Agreement No. 20-165, HHSA continues to function as the lead entity, O’Connell Research continues as the lead consultant, and an additional five counties (County Cohort 2) Marin County, Calaveras County, Modoc County, El Dorado County, and Lassen County) were added to the project for FYs 2020-21 & 2021-22.
To meet the requirements under the agreements with MHSOAC for the DDRP, the County now seeks to amend the agreement with O’Connell Research to add funding and deliverables related to the work with the County Cohort 2. Thus, staff recommends the approval of the following amendments to include additional deliverables and funding in the amount of $330,000 for Fiscal Year (FY) 2020-21 and $220,000 for FY 2021-22, for a new contract maximum of $950,000.
