Appoint Dr. Larissa May as Interim Public Health Officer for Yolo County; and approve agreement with the Regents of the University of California on behalf of University of California, Davis Health for Dr. May to provide public health services as outlined in the agreement for the period of August 1, 2020 through January 31, 2021 for the purposes of assisting Yolo County with temporary vacancy management during the COVID-19 pandemic. Recommended Action
  1. Appoint Dr. Larissa May as Interim Public Health Officer for Yolo County ("County") for the period of August 1, 2020 through January 31, 2021.
     
  2. Approve and authorize the Chair to sign an agreement with the Regents of the University of California (“UC”) on behalf of University of California, Davis Health (“UCDH”) for Dr. Larissa May to provide public health services to the County as outlined in the agreement for the period of August 1, 2020 through January 31, 2021, for the purposes of assisting County with temporary vacancy management during the COVID-19 pandemic.  Based on an hourly rate of $310 per hour for 20 hours per week, the anticipated expenditure for the period of the Agreement is $150,000.

Reason for Recommended Action/Background
California State law requires that the Board of Supervisors appoint a public health officer for the County.  As the County recruits to fill the vacancy left when Dr. Chapman retired at the end of June, it is essential that the County continue to provide public health services to the community, particularly in the midst of the COVID-19 pandemic.  Dr. May will provide such services to the County with activities to include:
 
  • Responding to communicable disease issues, hazardous materials, and disease outbreak situations, including but not limited to the COVID-19 pandemic.
  • Participating in public and community events and County Health Council.
  • Provide physician consultation to the County’s Epidemiological and Emergency Preparedness Unit, assisting in pandemic planning and bio-terrorism preparedness.
  • Assist the County in providing communicable disease education to community providers.
  • Attend occasional State trainings and provide information from trainings to the County.
  • Advise and assist the County with the indigent health program.

County Counsel has approved this Agreement as to form.
