Approve work authorization amendment under Agreement No. 17-70 with Ascent Environmental for the preparation of the Programmatic Environmental Impact Report for the Cannabis Land Use Ordinance by increasing the amount of the Work Authorization by $49,780 for a total not to exceed amount of $424,780; and extending the term for a revised period of March 20, 2018 to June 30, 2020. |

Reason for Recommended Action/Background |
Since March 2018, Ascent Environmental has been assisting the County in preparing the Program Environmental Impact Report (PEIR) for the Cannabis Land Use Ordinance (CLUO). The original work authorization was for $375,000. The term of the work authorization was from March 20, 2018 to May 31, 2019.
Given the complexity of the PEIR, which is evaluating five equal weight alternatives, additional funding is necessary for additional tasks which were not anticipated under the original scope of work. Specifically, this includes:
- Further analysis of extent of existing cannabis site potential relocations under the CLUO alternatives;
- Modification of the EIR technical analysis approach for air quality, biological resources, greenhouse gases, and traffic;
- Further technical assistance from Trinity Consultants on odor analysis; and
- EIR management and coordination associated with the refinement of the EIR analysis approach and GIS mapping of zoning and buffer requirements.
In addition, given the time required to complete the PEIR process, the term of the work authorization must be extended through June 30, 2020. Although staff anticipates the process to be complete prior to that date, the additional time and funding are intended to cover any unanticipated delays. |

Competitive Bid Process |
On-call contracts were solicited and reviewed in compliance with Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in June 2017. Board approval of this work authorization is required because the total compensation (FY 17/18, FY 18/19, and FY 19/20) will exceed $100,000. |
