Reason for Recommended Action/Background |
In compliance with County Administrative Policies & Procedures Manual, the County General Services Director is authorized to approve services for emergency work and other non-grant funded repair, construction and/or urgent design projects under $100,000 approval from the County Purchasing Agent and/or the County Administrators Office depending upon project funding. All projects awarded that are over $100,000 or any grant funded work will be brought to the Board of Supervisors for approval. On-call consultant contracts may be utilized for work on a non-emergency basis, but they do not preclude the County from seeking other firms on the basis of requests for qualifications for any other major project.
Requested Work Order Authorization Approval
The $42,000 work authorization for Douglas Environmental consists of:
- Environmental Documentation Technical Review – Consultant will provide technical review of California Environmental Quality Act (CEQA) and National Environmental Quality Act (NEPA) environmental documents prepared for projects within the County of concern to the Delta Subcommittee. The consultant will conduct necessary research and will prepare detailed comments on the environmental documents of concern to the County. The consultant will coordinate with the County staff and the Delta Subcommittee to finalize and distribute the comments to the appropriate agencies.
- Corridor Management Framework Implementation – The consultant will assist in all of the tasks necessary to facilitate implementation of the Corridor Management Framework. This includes tracking state and federal habitat restoration and Yolo Bypass expansion initiatives in the Yolo Bypass, identifying potential County funding opportunities through grants or partnerships, collaborating with the other local agencies involved in CMF implementation, tracking the progress of individual CMF components important to the County and briefing staff and Supervisors regarding its implementation status.
- Additional Tasks - The consultant will provide technical assistance to Yolo County for issues that are related to but not specifically included in the tasks above.

Competitive Bid Process |
On-Call Contracts were solicited and reviewed in compliance with all Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in May 2017. The Procurement Division has been involved with the solicitation process. |
