Huff's Corner Flood System Repair Project Agreement
On April 9, 2019, the Yolo County Board of Supervisors approved a Flood System Repair Project ("FSRP") funding agreement with the California Department of Water Resources ("DWR") to receive $2,418,250 for the repair and rehabilitation of the Huff's Corner segment of the Cache Creek levee system (Minute Order No. 19-60).
The work plan subject to the FSRP agreement includes two major projects: 1) a full raise of the Huff's Corner levee segment; and 2) a reconfiguration of the Cache Creek channel adjacent to the levee segment to control bank erosion. These projects are crucial to improving the performance and stability of the levee, as it is currently not tall enough to provide sufficient freeboard during high-water events and the creek channel in this reach is being pushed against the levee by an in-channel island, causing the levee, and County Road 18 that sits atop of it, to be undercut.
FlowWest, LLC Contract (Agreement No. 18-258)
On December 11, 2018, the Yolo County Board of Supervisors approved a three-year contract (September 1, 2018 through August 30, 2021) with FlowWest, LLC for Dr. Mark Tompkins and Paul Frank to serve as the Cache Creek Technical Advisory Committee ("Cache Creek TAC") Fluvial Geomorphologist and Hydraulic Engineer, respectively (Minute Order 18-202). The approved contract contains the following five tasks:
Task #1 - Cache Creek TAC Fluvial Geomorphologist Duties (up to $156,420)
Task #2 - Cache Creek TAC Hydraulic Engineer Duties (up to $130,650)
Task #3 - Assistance with Cache Creek Area Plan 20-Year Update (up to $9,000)
Task #4 - Scientific Studies, Research and Technical Assistance (up to $30,000)
Task #5 - Contingency (up to $30,000)
Recommended Action
Staff is recommending that Agreement No. 18-258 be amended for FlowWest, specifically the TAC Hydraulic Engineer, to provide the Engineering Design Services needed for the Huff's Corner channel reconfiguration project. These services will be included in the overall scope of Task #4 - Scientific Studies, Research and Technical Assistance. The purpose of this task is for the TAC Fluvial Geomorphologist and TAC Hydraulic Engineer to produce scientific studies, conduct research, and provide technical assistance that support the goals and objectives of the Cache Creek Area Plan, on an as-needed basis, outside of the annual monitoring duties prescribed by the Cache Creek Improvement Program. The starting budget for this scope was $30,000; however, the design services associated with the Huff's Corner channel reconfiguration exceed this amount ($85,900). The First Amendment to Agreement No. 18-258 will increase the maximum compensation by $55,900, bringing the contract maximum total to $411,970 over the contract's three-year term.
Scope of Work and Budget
Utilizing the existing Cache Creek Resources Management Plan hydraulic model, the TAC Hydraulic Engineer will the design the technical aspects of the channel reconfiguration project. The deliverables associated with these services include producing project designs at various intervals: Preliminary, 35% Design, 65% Design, and 100% Design. The final design will include three components: the removal of the large mid-channel island; the removal of vegetation that is stabilizing the island; and the installation of a series of boulders along the levee bank to reduce the flow velocity against it. The TAC Hydraulic Engineer will also provide technical support during the bidding process associated with the in-channel work, should it be needed.
In total, the Engineer Design Services associated with the Huff's Corner channel reconfiguration project will cost $85,900. The FSRP agreement will cover $43,000 of this amount. The remaining $42,900 will be paid by fees collected by the County's Gravel Program, specifically the Cache Creek Resources Management Plan fund. The design of channel stabilization and channel maintenance projects are an intended use of the CCRMP fee, as outlined in Section 10-11.02 of the County's Gravel Mining Fee Ordinance. |

Competitive Bid Process |
Two separate Request for Qualifications (RFQ #AUDRFQKK1804 and RFQ #AUDRFQKK1805) were released on August 6, 2018 for Cache Creek TAC Fluvial Geomorphologist and Hydraulic Engineer services. Dr. Mark Tompkins and Paul Frank with FlowWest, LLC were the successful respondents to each RFQ. Agreement No. 18-258 was the result of this competitive bidding process. |
