Recommended Action
Authorize the Yolo County Health and Human Services Agency to allocate $150,000 in Intergovernmental Transfer (IGT) emerging health and human service needs funding towards the Beyond the Extended Shelter project.

Reason for Recommended Action/Background
On January 29, 2019, the Yolo County Health and Human Services Agency (HHSA) adopted a new policy and procedure to provide guidance on how Intergovernmental Transfer (IGT) funding is administered by the Agency. The policy allows for some portion of IGT funds to be allocated towards emerging health and human service needs each year. The document further describes the detailed process for identifying and approving these emerging needs expenditures. Attachment A provides a summary of that process.
 
In accordance with the policy and procedure references above, HHSA is presenting Beyond the Extended Shelter as a proposed IGT emerging needs project in fiscal year 2019-20, with a requested allocation of $150,000. In the FY 2019-20 Recommended Budget, the Board approved a IGT Emerging Needs allocation of over $2 million. This funding request, if approved, will be paid for out of that Emerging Needs allocation.

HHSA and the City of Woodland have been partnering on an extended shelter project that serves 27 individuals who were formerly living homeless in a County parking lot. Ten of the project participants are ready to transition from the shelter into shared living settings as they engage in improved self-sufficiency and take the next steps towards housing permanency. HHSA Homeless Services staff provide ongoing case management support to these individuals. The IGT emerging needs dollars in the proposed Beyond the Extended Shelter project will provide financial support to these individuals for shared housing assistance, including deposit, rent, emergency motel stays, and other practical supports to assist with housing stability through June 30, 2020. At that time, staff expects that various pending funding allocations from the State will be available to offer ongoing support, in addition to each client developing an independent plan for increasing self-sufficiency over time. Attachment B provides the scope of services for the project, and Attachment C provides the project performance measures. The proposed funds will remain in house at HHSA, and Homeless Services staff will utilize the funds to provide these housing and other supports to participants, as well as continuing to provide ongoing case management services.

Per the HHSA IGT policy and procedure, the proposed project has been reviewed and recommended for approval by the HHSA Director, County Administrator’s Office, and Budget Board Subcommittee. At this time, staff recommends that the Board of Supervisors approve use of IGT emerging needs funding for the Beyond the Extended Shelter emerging needs project, which will allow the continuation of services and support that are vital to securing housing permanency for some of our county’s most vulnerable residents.
