Recommended Action
Approve a new agreement with the California Department of Public Health (CDPH) (State Agreement No. 19-10209) to receive funding in the amount of $3,976,563, for the period October 1, 2019 through September 30, 2022, for the provision of the Women, Infants, and Children (WIC) program related services.

Reason for Recommended Action/Background
The WIC Division of CDPH administers funds provided by the United States Department of Agriculture (USDA), Food and Nutrition Service for the operation of the Special Supplemental Nutrition Program for WIC Program. Service population eligibility for the WIC Program is based upon federal regulations such as participant category (pregnant, breastfeeding, and postpartum women, infant or child under five [5] years of age), a household income at or below 185 percent of federal poverty guidelines, and nutritional risk. The overall goal of the WIC Program is to improve the health status of eligible participants by providing nutritious foods to supplement diets, information on healthy eating, breastfeeding support and referrals to health care and other social services.
 
Previously, Yolo County (“the County”) was allocated funding under the WIC program in the amount of $5,541,379 for the period October 1, 2015 through September 30, 2019. This new Agreement provides an allocation of $3,976,563 to the County, for the period October 1, 2019 through September 30, 2022. Approval of this Agreement will allow the County through the Health and Human Services Agency to receive this funding and provide direct services at the local level to operate the WIC Program. This will be done in compliance with all fiscal, administrative and operational requirements as outlined in Federal and State statutes, regulations, policies and procedures from the CDPH, WIC Division.

To ensure the continuation of WIC Program services to Yolo County families, staff hereby recommends the Board approve the agreement with CDPH to receive this funding allocation.

No general funds are required by this action. The total funding in the amount of $3,976,563 will be received by the County under this allocation for the period of October 1, 2019 through September 30, 2022, which includes an amount of $1,325,521 pertaining to period October 1, 2019 through September 30, 2020. The amount of $1,325,521 is included in the HHSA recommended budget for FY 2019-20. The related funding will be included in the requested budget process for future fiscal years.
