Reason for Recommended Action/Background |
In August 2018, the Department of Housing and Community Development (HCD) released a Notice of Funding Availability for the California Emergency Solutions and Housing (CESH) Grant. The funding was allocated to the local homeless continuums of care (CoCs) for the purpose of providing: rental assistance, housing relocation, stabilization services, operating subsides, flexible housing subsidy funds, operating support for emergency housing intervention and system support. These funds were approved through the June 27, 2018 passing of Senate Bill 850 to provide immediate assistance to cities, counties, and local continuums of care to address the homelessness crisis throughout California.
Requirements of the CESH grant included designating an Administrative Entity and establishing a local selection committee of non-conflicted partners to review and approve grant applications. The local CoC, known as the Homeless and Poverty Action Coalition (HPAC), designated the County of Yolo as the Administrative Entity on September 26, 2018. The local selection committee reviewed proposals throughout the month of November 2018, with the funding recommendations being approved by HPAC on November 28, 2018.
Through the local selection process, Yolo Wayfarer Center’s proposal was selected to provide operational support services for the emergency shelter. Project funding will provide additional case management to enhance services and outcomes as well as support staff to maintain health and safety standards.

Competitive Bid Process |
Requirements of the CESH grant included designating an Administrative Entity (County of Yolo), and establishing a local selection committee of non-conflicted partners to review and approve grant applications. HPAC developed and adopted a local competition timeline and selection process. Proposals were reviewed and scored based on the developed criteria.

No general funds are required by this action. The total amount of this action is $150,000 for the period of July 25, 2019 through December 31, 2020. These services will be funded by CESH Grant Funds. The amount of $150,000 is included in the HHSA recommended budget for FY19-20.
