Recommended Action
  1. Approve second amendment to Agreement No. 18-131 with Turning Point Community Programs for substance use disorder services to add Substance Abuse and Mental Health Services Administration (SAMHSA) funding in the amount of $18,408 for fiscal year 2018-19 and $18,408 for fiscal year 2019-20, for a new contract maximum of $441,872; and revise and clarify contract language as needed; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency (HHSA) or her/his designee to exercise the option year(s) and execute related option year letter notices not to exceed $202,528 per fiscal year, for a 5-year maximum payment obligation not to exceed $1,049,546 (Please see sections III. and IV. and of Att. A. Second Amendment.)

Reason for Recommended Action/Background
On May 8, 2018, the Board of Supervisors (BOS) approved an agreement with the Department of Health Care Services for Yolo County to opt into the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver, to receive funding in the amount of $13,943,284 for the DMC-ODS Intergovernmental Agreement No. 17-94092 for Substance Use Disorder Services, for the period June 30, 2018 through June 30, 2020. Among other things, the DMC-ODS waiver created opportunity for HHSA to further its integration efforts by examining the Adult Substance Use system of care and various funding streams for those services including: CalWORKs, Child Welfare Services, AB109, 2011 Realignment, Substance Abuse Block Grant, Stathum Funds, SAMSHA funding, etc.

On June 26, 2018, the BOS approved agreement No. 18-131 with Turning Point Community Programs for the provision of intensive outpatient services, outpatient services, case management, and physician consultation services in the amount of $405,056 for the period July 1, 2018 through June 30, 2020.
 
Approval of this Second Amendment adds SAMSHA Mental Health Block Grant (MHBG) funding in the amount of $18,408 for fiscal year 2018-19 and $18,408 for fiscal year 2019-20, for a new contract maximum of $441,872. Again this flexible use of funding allows HHSA to further its integration efforts for the Adult Substance Use system of care.  MHBG is an annual award from SAMHSA and often is awarded at various times depending on the fiscal year.  At the original time of execution for the FY18/19 contract, this award was anticipated but not fully secured and therefore was left out until a later date.  HHSA has secured the MHBG for FY 18/19, a portion of which is allocated here to Turning Point.  In addition, HHSA anticipates award of this same amount for FY 19/20 and therefore is adding both to the contract at this time.  Subcontractors who are anticipated to receive the FY19/20 MHBG funding have been notified that this money is contingent on HHSA securing these dollars from SAMHSA.
 
This Second Amendment also provides the County with three (3) option years in the amount not to exceed $202,528 per fiscal year, for a 5-year maximum payment obligation not to exceed $1,049,456 (Please see Section III. B2. of Att. A. Second Amendment.) HHSA requests delegated authority to the HHSA Director to exercise the option year(s) and execute related option notices (Please see Section IV. of Att. A. Second Amendment.)

Competitive Bid Process
On February 26, 2018, HHSA issued a Request for Proposal seeking contractors to provide Substance Use Disorder (SUD) Adult Continuum of Care services to eligible Yolo County residents.

HHSA received eight proposals from this solicitation. Below is a table of all providers who submitted proposals. All proposals were evaluated and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services: CommuniCare, Turning Point, Progress House, Community Recovery Resources, Yolo Wayfarer Center, BayMark, and CORE. Heritage Oaks was the only bid received that was not awarded a contract.

The action increases the contract maximum by $18,408 for fiscal year 2018-19 and $18,408 for fiscal year 2019-20, for a total of $441,872 for the period of July 1, 2018 through June 30, 2020. No general funds are required by this action.  These services will be funded by DMC-ODS and SAMHSA MHBG.  The amount of $18,408 was included in the HHSA adopted budget for FY18-19.  The amount of $18,408 was included in the HHSA proposed budget for FY19-20.
