Recommended Action
Approve fifth amendment to the Agreement No. 17-57 with Vista Pacifica Enterprises, Inc. to add funding in the amount of $104,000 for fiscal year 2018-19, for a new contract maximum of $2,789,832.72 to provide Institute for Mental Disease services for the period from January 18, 2016 through June 30, 2020.

Reason for Recommended Action/Background
The Health and Human Services Agency (HHSA), County of Yolo (“the County”) desires to provide consistent and quality care in locked inpatient settings when deemed necessary for the safety and stability of individuals served by the local Mental Health Plan. Vista Pacifica Enterprises, Inc. (VPE) provides an Institute for Mental Disease (IMD) program at several facilities in Riverside. VPE has been providing treatment and care to Yolo County beneficiaries since 2016. The program offers specialized treatment including pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment. These services are available in a 24-hour care, non-state hospital locked setting to the County referred adults who are conservatees of Yolo County Public Guardian, and require treatment in such a secure environment.
 
Given more than expected utilization of services at VPE’s facilities by the County’s consumers in FY 2018-19, HHSA is increasing the contract budget by $104,000. The increased amount for this Fifth Amendment is required to meet projected expenditures under this contract for FY 2018-19.
 
Staff hereby recommends approval of this Amendment to enable the County in providing critical IMD services to our most vulnerable population.

Competitive Bid Process
The original agreement was procured through an “Any willing Provider” exception, which was approved by the Board on July 31, 2007.  The Board of Supervisors granted an approval to the Yolo County Health and Human Services Agency, formerly known as Alcohol, Drug and Mental Health, for certain exceptions to the contract procurement policy. According to this approval, 24-hours service providers are classified as “Any willing providers” and are exempt from the competitive bid process.

No general funds are required by this action. The action increases the contract maximum by $104,000 for a contract maximum total of $2,789,832.72 for the period of Jan. 18, 2016 through June 30, 2020. The sources of incremental funding ($104,000) are Core Mental health, Medi-Cal and Realignment funds. The amount of $722,049.60 is included in the HHSA adopted budget for FY18-19.
