Recommended Action
  1. Approve the use of additional bond financing in the amount of $1,000,000 for the Historic Courthouse Renovation Project;
     
  2. Approve the revised project budget, reflecting a new total project cost of $13,694,109; and
     
  3. Approve amending Arntz Builders' contract and authorize the Director of General Services to execute the contract amendment and/or issue contracts or contract amendments with other vendors required to complete the Historic Courthouse Renovation Project, up to the total project amount.

Reason for Recommended Action/Background

While the Historic Courthouse renovation project continues, several design and logistic issues have arisen through the course of the project.  Those issues include additional fire suppression measures in the ductwork on both floors, additional steel beam reinforcements and fire suppression in the new stairs between the floors, additional demolition in the second-floor training room and concrete t-beam reinforcement that was previously undiscovered.  Many of these changes were a result of undiscovered conditions and will require additional funding.  Multiple trades (electrical, framing, plumbing, sheetrock, etc.) are working at the same time to keep the project moving as quickly as possible. 

This additional request for contingency funds is crucial to complete the construction portion of the project by mid-October, which is about 45 days beyond the originally scheduled completion date.  Furniture installation will follow the construction completion and Probation is expected to be able to move in during December and January timeframe.  The expectation is that this request will cover the remaining work needed to complete the construction portion of the project and staff is exploring options to reduce costs and/or scope of work so that this full additional amount may not need to be expended and therefore returned for use on other projects.  Those could include a silicon overlay on portions of the courthouse roof and potentially moving the Information Technology room from a modular on the roof to the interior of the now empty 4th floor.  Both would prepare the third floor for future renovation for office space.

On July 1, 2015, the Superior Court of California vacated the Historic Yolo County Courthouse, located at 725 Court Street in Woodland, in order to occupy their new facility. Earlier in 2015, the Jacobs Strategic Space Utilization Study, which was adopted and approved by the Board of Supervisors, identified the Historic Courthouse as the primary headquarters for the Probation Department's Administrative staff. In September 2018, a request for proposal was advertised for the general construction phase of this project. Three responses were received in late October, with Arntz Builders successfully earning the contract.

As mentioned above, the renovation of the Historic Courthouse was identified as a possible solution to specific space and infrastructure needs for Yolo County in the Jacobs strategic space utilization study. The project was approved by the Board of Supervisors on May 31, 2016, with additional financing requirements being addressed through the Yolo County Public Agencies Financing Authority 2017 Lease Revenue Bond ("CIP Bond") Issuance.  The revised final budget is as follows:

When the CIP bonds were issued in July 2017, it was originally anticipated that the Monroe Jail expansion would require $6.7 million in bond proceeds. However, subsequent revisions to the Monroe project budget reduced the need for bond funds to $3.2 million, which has freed up bond proceeds for other project needs. In November 2018, the Board approved the reallocation of $1 million in bond proceeds from Monroe to the Courthouse project. The current request reflects an additional reallocation of $1 million in bond proceeds, which would bring the total bond proceeds for the Courthouse project up to $7 million.

This request for additional funding has been included in the Facility Capital Project - Courthouse Renovation adopted budget request which will be approved by the Board of Supervisors on September 24, 2019.
