Reason for Recommended Action/Background
The Yolo County Transitional Housing Placement Plus (THP-Plus) Program provides housing assistance to eligible foster youth (18-24 years) emancipating out of the County Foster Care Independent Living Skills Program (ILSP) focusing specifically on providing temporary housing. The program allows participants the opportunity for safe, secure housing while they develop and obtain necessary education, employment and life skills needed for independent living.

The County contracts THP-Plus services out to the Yolo County Housing Authority (YCHA). YCHA provides single occupancy rooms and apartment-like sites to provide housing for each individual transitioning foster youth. The Child Welfare Services (CWS) Social Worker assesses each THP-Plus youth for the housing option that will best meet their specific needs. YCHA staff ensure the quality of housing locations through annual inspections and provide renter orientation information, which includes fair housing and tenant’s rights information. YCHA also coordinates with the CWS Social Worker to assist with the application process to secure permanent affordable housing prior to youth exiting the program.

Due to the increase in rent amounts, HHSA has determined that the existing contract amount is not sufficient to cover all rents during Fiscal Year 2018-19 for youth who received housing services. In an effort to avoid eviction notices for those youth, the contract must be amended to increase the contract by $12,000 for FY 2018-19 for a total contract maximum of $102,000. Approval of this Amendment will allow youth to avoid eviction notices and remain in their current residence while continuing to focus on their education and/or employment.

This action increases the contract maximum by $12,000 for a total of $509,337 for the period of November 1, 2013 through June 30, 2019. No general funds are required by this action. These services will be funded by State Funds.  The amount of $12,000 is included in the HHSA adopted budget for FY2018-19.
