Recommended Action
  1. Approve First Amendment to Agreement 16-143 with Turning Point Community Programs to extend the term of the agreement through June 30, 2020 and add funding for fiscal year 2019-20 in the amount of $1,011,525, for the new contract maximum of $4,046,100; and revise and clarify language; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve an Option Year Letter not to exceed $1,011,525 for fiscal year 2020-21, for a 5-year maximum payment obligation not to exceed $5,057,625. (Please see Section 3. of Att. A. First Amendment and the Explanation of Expenditure section of this staff report.)

Reason for Recommended Action/Background
On September 13, 2016, the Yolo County Board of Supervisors approved Agreement 16-143, a three-year agreement with Turning Point Community Programs (TPCP) to provide Full Service Partnership (FSP) and Assisted Outpatient Treatment (AOT) services for the period July 1, 2016 through June 30, 2019.  These services are provided to Yolo County Health and Human Services Agency (HHSA) consumers who are Seriously Mentally Ill (SMI) adults that are at risk of placement in or transitioning back into the community after being placed in a high level of care, like institutions for mental disease, acute psychiatric hospitals, and state hospitals. The services are community based intensive services patterned upon evidenced based practices and incorporate Mental Health Services Act (MHSA) concepts of wellness, recovery, resiliency and attention to client driven services. The primary outcome objectives for these services are: decreasing the utilization and length of stay in costlier and more restrictive levels of care; reduction in homelessness; increasing  consumer employment and increasing support of consumers and their families and caregivers.
 
Staff recommends approval of this first amendment as it will assist HHSA in meeting the vital objectives discussed above for some of HHSA’s most vulnerable consumers.

County Counsel has approved this Agreement as to form.
Competitive Bid Process
On April 12, 2016, Yolo County Health and Human Services Agency issued a Request for Proposals  # ADMHRFPCC1603 to elicit bids from qualified community based organizations to provide Mental Health Service Act Full Service Partnership and Assisted Outpatient Treatment services. The RFP was open for fifty-five (55) days (7 weeks and 6 days). Potential bidders were offered an opportunity to ask questions during a Mandatory Bidders’ Conference on April 25, 2016. Bidders were offered the opportunity to participate in the MBC Bidders’ Conference via conference call. Ultimately, three (3) agencies attended the Bidders’ Conference. The BidSync system was the method of bid submission made available to potential bidders.
 
HHSA received one (1) proposal from this solicitation.  A Proposal Review Committee was formed that included three (3) HHSA employees from HHSA. The proposal submitted by TPCP was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No county general funds are required by this action. The total cost of this Agreement is $4,046,100 over four fiscal years. The amount of $1,011,525 is included in the HHSA budget request for fiscal year 2019-20, and related funds will be included in future budgets. Further, the agreement provides that the County’s obligation to compensate Contractor pursuant to the agreement is contingent upon, and subject to, the County’s receipt of such funding from the State, and the absence or removal of any constraints imposed by the State upon such receipt and payment.
