On June 26, 2018 the Yolo County Board of Supervisors approved Agreement No. 18-148 (Att. A. Original Agreement) which provided YoloArts a license to occupy and operate the Gibson House property, located at 512 Gibson Road, as a cultural center, providing programming and education that blend history and artistic activity while also providing the public with a historical venue for private events. Under this agreement, YoloArts was to utilize the administration building on the property as administration space for their organization.
In October 2018, Yolo County General Services identified a number of significant deficiencies with the administration facility that ultimately lead to the conclusion that the facility is an unviable option for YoloArts to occupy and utilize as administration space. In particular, significant quantities of asbestos was detected underneath the flooring, dry rot on the exterior walls (which cannot be removed due to the presence of lead paint), and costly long term maintenance needs (such as a new roof). Ultimately, the cost to remove the asbestos and repair the facility for ADA accessibility and regular operational use was deemed infeasible.
As a result, the County seeks to amend this Agreement (Attachment B: Proposed Amendment) to allow YoloArts to occupy and utilize the adjacent County-owned property, located at 508 Gibson Rd, as their limited-term administration space. The license to occupy would be provided for 5 years while YoloArts and the County identify and raise funds for long-term administrative space solutions at the Gibson House property. This work will involve a collaborative process with key stakeholders to review and determine the best approach for the property.
The 508 Gibson Rd. property is a residential home that was acquired by the County in 2002 for use as an administration space for operation of the Gibson House. The Yolo County Historical Museum Corporation funded the purchase with approximately $215,000 that is to be returned to the organization upon any future sale of the property. Ultimately, YoloArts would utilize the facility as administration space for operation of the Gibson House, which would fit the purpose for which the facility was originally purchased.
YoloArts’ use of the 508 Gibson Rd. property would be similar to the arrangement provided to them in the original agreement for the Gibson House. This means that YoloArts will be responsible for general maintenance of the facility while the County will be responsible for large repairs. Additionally, the County would pay for water and utility costs up to $2,880 a year, which is the approximate cost of these services at this time. After five years the County will review the amendment to determine any continued need for the property by either party. |

There are one-time and ongoing costs associated with this amendment. One-time costs consist of any tenant improvements at the property which would be paid for by YoloArts utilizing the $270,500 currently held in the County treasury but pledged to YoloArts. On-going costs include water and utilities up to $2,880 annually for five years, paid for through General Services for the water and the General Fund for the utilities. Additionally, any large repair needs that occur over the next five years would be a cost for the County. However, under this amendment the capital improvement fund established in the original agreement, which receives its funds from YoloArts revenue contributions, may be utilized to assist in off-setting this cost.
