Reason for Recommended Action/Background
At the end of the 2019 calendar year the 2016-2019 Yolo County Strategic Plan will come to a close. For that reason the County is in the process of developing a new 2020 Strategic Plan. This plan will be used by the Board of Supervisors to set policies and prioritize resources for the organization for the next three to five years. The development process included a robust community engagement effort, which concluded on March 5th, as well as the use of Board workshops and staff work groups.

From February through September, Board workshops and staff subject matter experts were utilized for the purposes of developing the outcomes and strategies for the 2020 Strategic Plan. Four Board workshops were conducted focusing on topics identified by the Supervisors and from the engagement outreach.  These workshops provided Board direction on the County approach to addressing these matters. The first workshop occurred on February 5, 2019, for the topics housing/homelessness and behavioral  health. The second workshop occurred on April 16, for the topic of aging as well as health equity and health in all policies (which included the topics of children, poverty, disease prevention, and food security). The third workshop occurred on July 16, for the topics of sustainable environment, flourishing agriculture and robust economy. And the fourth workshop occurred on August 13 regarding the adult and juvenile criminal justice systems.

Based on the workshops, County staff reviewed the input received from the public engagement efforts, both from the general public and County advisory bodies, and worked with staff that are subject matter experts related to these topics to develop draft outcomes and strategies for the 2020 Strategic Plan. The purpose of the October 1st Board Strategic Planning Session is to receive direction from the Board of Supervisors regarding the draft outcomes and strategies.
