Recommended Action |
- Approve contract with Ponticello Enterprises for a Wild Wings Wastewater Treatment Master Plan Alternatives Assessment in an amount not to exceed $49,955 for the term May 22, 2018 to December 31, 2018; and
- Adopt budget resolution authorizing the use of County Service Area Contingency Funds.

Reason for Recommended Action/Background |
The Wild Wings Wastewater Treatment System is lacking the redundancy necessary to properly maintain the system, continue operation while addressing system failures and meet certain State requirements. A number of remedies are available but each come with pros and cons. As one example, consolidation with the City of Woodland's wastewater system is an option, but the Wild Wings community's current system produces treated water to irrigate the golf course and as such, an alternative source of irrigation water would need to be identified.
Assessing alternatives to address the need for wastewater treatment redundancy in Wild Wings is the first step in a long-term Wastewater Treatment Master Plan. With their familiarity with the system and current issues, and experience with consolidation projects, Ponticello Enterprises is being enlisted to identify solutions, their pros and cons and costs and opportunities, i.e. low-interest State loans as well as the participation of other jurisdictions in wastewater treatment solutions for both Wild Wings and surrounding communities. |

Competitive Bid Process |
A competitive solicitation process was not utilized as it was determined it would delay final production of a Wastewater Treatment Master Plan which may limit opportunities or increase project implementation costs. Additionally, Ponticello Enterprises is familiar with the wastewater needs of the Wild Wings community having previously assessed the plant and participated in updating the related Engineer's Fee Report. Ponticello also has experience with local consolidation projects, an option that is being considered. A Sole Source Letter has been approved by the Purchasing Manager. |
