Recommended Action

Approve conflict of interest code for the Valley Clean Energy Alliance Joint Powers Agency (VCEA).

Reason for Recommended Action/Background

The Valley Clean Energy Alliance (VCEA) adopted a conflict of interest code on December 13, 2016 (see Att. A). Pursuant to the Political Reform Act, the Board of Supervisors is the local "code reviewing body" for all local agency conflict of interest codes. Accordingly, the Board must approve all such codes of local agencies with jurisdiction wholly within the County, like VCEA. See Gov. Code §82011. Thereafter, the Board will review the code periodically, as provided by statute.
