Recommended Action
 
  1. Adopt the plans and specifications for the Roadway Striping Project;
     
  2. Authorize the Director of Public Works to sign the Notice to Contractors;
     
  3. Authorize the Department of Community Services to advertise for competitive bids;
     
  4. Authorize the Director of Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director of Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

These actions will allow the Department to solicit competitive bids, expedite the contract award, and proceed with construction.

BACKGROUND
 
In 2015 Public Works Division staff applied for federal Highway Safety Improvement Program (HSIP) funds administered by Caltrans to perform a striping audit and to determine California Manual of Uniform Traffic Control Devices (MUTCD) compliance under daytime and nighttime conditions.  The grant also provides for installation of upgraded centerline and right edge lines using thermoplastic striping with reflective beads and elements, and replacement of existing retro-reflective pavement markers to improve night and wet weather visibility. The Division’s accident database was used to demonstrate the “benefit to cost” ratio for the proposed improvements, as required to receive the HSIP funds, which are awarded statewide on a competitive basis.
 
From the accident database it’s apparent that most collisions within the County are spread throughout the road network, with a few exceptions.  So, the County proposed a system-wide striping upgrade targeting focus roads from the network.  Upgrading the centerline and right edge lines will improve the safety during the day, night and rain by delineating the road limits. 
 
The project consists of striping approximately 734 miles of centerline and right edge lines, removal of existing striping and placing a seal coat over removed centerline striped areas.  The project is expected to take approximately 120 working days to complete over the course of three (3) years.  Completion of the work over a three year period will allow staff to provide striping for other road construction projects with the federally funded roadway striping project.  Additionally this contract will replace much of the striping that road maintenance staff installs on a yearly basis.  This will provide a cost savings to the road fund.
 
The contract will include the ability to place centerline rumble strips on high accident corridors, which have been found to be an effective counter measure for reducing collisions, including head-on and run-off-the-road collisions. 
 
Advance notification will be provided to school districts, mail delivery, and emergency responders.  All roadwork will be performed under traffic control that will involve lane closures, which may cause minor delays to traffic during the work day.
 
A request for authorization to proceed with construction was submitted to Caltrans on March 22, 2018. The plans and specifications (on file with Clerk of the Board), prepared by Public Works engineering staff, will be advertised for bids after the County has received the authorization to proceed with construction from Caltrans.  Construction is planned to begin in mid-August and be completed by the end of October 2020.

The engineer’s estimate including contingency and construction engineering is $2,550,000, over the  three-year contract term.  The FY 2017/18 Road Fund budget includes 1,000,000 for the project. The recommended FY 2018/19 Road Fund Budget will include sufficient funds for the work anticipated in the next fiscal year.  Future budgets will include the funds necessary for each year of construction. 100% of the cost will be reimbursed by federal transportation funds.
