Recommended Action
  1. Adopt the plans and specifications for the 2018 Pavement Rehabilitation Project;
     
  2. Authorize the Director, Public Works Division to sign the Notice to Contractors;
     
  3. Authorize the Department of Community Services to advertise for competitive bids;
     
  4. Authorize the Director, Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director, Public Works to approve all construction change orders, provided the contract amount does not exceed  available funds for the project.

Reason for Recommended Action/Background
These actions will allow the Department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.
 
Background
The proposed County roads (CR) where pavements will be improved are located throughout the County as shown on the location map (see Attachment A) and listed below:
 
CR 14 from CR 85 to CR 13
CR 13 from CR 14 to State Route113
CR 85 from State Route16 to CR 14
2nd Street in Yolo from CR 99W to Clay Street
 
On road segments where the pavement has far exceeded its design life, pavement will be replaced.  The pavement replacement work includes three basic strategies, depending on the condition:
  1. Grind and remove the top layer of pavement and repave with asphalt concrete.
  2. Dig out and repair failed areas and overlay with asphalt concrete.
  3. Completely pulverize pavement in-place, add supplemental aggregate base, grade, compact and repave with asphalt concrete.
This work will be followed by shoulder work to conform to existing grades and driveways.
 
On road segments where the pavement life can be extended, the treatment will include digging out and replacing failed areas, crack sealing, and chip sealing. The chip seals are not located on signed bicycle routes.    
 
The project is expected to take approximately 70 working days to complete.  Road closures will be required to complete the work safely on CR 14 from CR 85 to CR 87, on CR 13 from CR 99W to S.R.113, and on 2nd Street in Yolo. The contractor will be required to provide access to residences and businesses along closed roads at all times.  Advance notification signs will be placed to direct motorists to alternate routes during the closures.  All other roadwork will be done under traffic control that will involve lane closures and minor delays to traffic during the work day.

Competitive Bid Process
The competitive bid process will be completed in accordance with State law.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

A total of $8,270,000 is budgeted in the FY17/18 Road Fund budget for the 2018 Pavement Preservation Project.  Because this project will be constructed next fiscal year, these funds have been included in the recommended FY18/19 Road Fund budget.  As budgeted in FY17/18 and FY18/19, the 2018 Pavement Preservation Project includes rehabilitation of a segment of CR 27 that is not part of these construction documents.  The work on CR27 is instead being included in the construction documents for a second  project, the federally funded CR27 Rehabilitation Project, that will be brought to the Board for approval in May.  Combining the federally funded CR27 project with the locally funded portion of CR27 in the 2018 Pavement Preservation Project is expected to result in cost savings, and less inconvenience to the public.  If necessary, the final FY18/19 road budget will be adjusted following both bid openings.
