Reason for Recommended Action/Background |
The Yolo County Central Landfill (landfill) and Esparto Convenience Center Transfer Station (transfer station) currently accept discarded televisions, computer monitors, and other electronics free of charge from residents. Our existing agreement for Electronic Waste Recycling Services is experiencing challenges with the current recycling commodities market which has caused the landfill to start charging businesses for recycling electronic waste and has created a greater demand on landfill staff to separate out the electronics. While Senate Bill (SB) 20 still provides a rebate for some of the materials accepted, these funds no longer fully support the staff time needed to administer this state mandated program.
Our current agreement for Electronic Waste Recycling Services comes to term on November 3, 2018 with an additional option to extend for one year to November 3, 2019. In reviewing ways to reduce County labor costs for FY 18-19, ECS Refining, LLC (ECS) and Division of Integrated Waste Management (DIWM) staff have developed a new pricing structure that would support ECS staff conducting the sort at their plant in Stockton, California and will provide price stability for 2 years.
Since November of 2015 ECS has been an excellent partner to the DIWM's recycling needs. ECS remains a highly qualified electronics waste recycling firm and is offering fair pricing and operational assistance to the County to respond to the changing conditions within the recycling market. In addition to continuing to provide this service at the landfill and transfer station, the approval of this amendment will also continue to provide the much needed collection and recycling of electronic waste for the Yolo County Technology Division (ITD) for its countywide disposal needs.
If this amendment is approved, the DIWM will continue the current program conducted at the landfill and transfer station of accepting televisions and computer monitors and other miscellaneous electronics free of charge from residents. |

Competitive Bid Process |
On September 18, 2015, the DIWM released a request for proposals using the County's web-based BIDSYNC system. Four electronic waste recyclers responded (ECS, California Electronic Asset Recovery, Tycoon Logistics and Electronic Recycling International) of which ECS provided the most comprehensive operational and cost proposals. |

While the DIWM budgets annually for contractor related expenses to this program, which includes transportation and sorting fees, the rebate offered through the state and through this agreement should result in enough revenue to cover operations of the landfill and the transfer station. Any difference is funded through disposal fees collected from customers arriving at these facilities. No general fund money is used in the operation of the landfill or transfer station. |
